The United Order of Heroes welcomes you, potential Hero! Does your city/town/etc. require some extra protection? Do you have the means to protect them? Then you're in the right place! The UOH is thrilled to have more people willing to use their abilities to aid others!   Now, you may have questions that you want answers to before you decide to register with us, and we understand that. We are here to answer those very questions! Just remember, it is illegal to operate as a Hero without a license, so don't get too ahead of yourself. We won't blame you if you've stepped in to aid with one or two situations before applying, of course, but before you do any more than that, you must get your license.   What is a Hero's License?   A Hero's License is what we use to make sure no Heroes are operating outside the law! It's a measure meant to protect ordinary civilians from harm caused by those who would pose as a Hero before turning and becoming a Villain. I'm sure we all remember the Steal Moth incident! No one wants a repeat of that! This way Heroes can be kept in check, if need be!   What benefits would I get from a Hero's License?   Plenty! You didn't think that a Hero's License was only a benefit to civilians, did you? All Heroes operating with a license get payment for their hard work, top-of-the-line healthcare tailored to your specific needs, and help relocating and forming a new identity if you should need it! We will also pay for any damage to public or private property that happens during your battles and will provide lawyers, should they be needed. Not to mention, if you decide to join a Hero League, you will be given a hideout and new living quarters, if the League doesn't have those already!   What happens if I operate without a license?   Well, that's illegal! The laws can be a little more flexible for those Heroes who have a license, but those without are still considered civilians! If you have Powers you will be considered a Powered Civilian and that's something that comes with its own risks. Risks we can protect you from! PCs who are arrested for Heroing without a license don't always find their way back to their homes. Best not to risk it!   I'm a Sidekick or a Damsel, do I need a license?   Nope! Well, it's slightly more complicated! If you're a Sidekick, you should be signed on to the license of your Hero, through which you'll receive your own benefits, healthcare and so on! As long as you continue to operate as a Sidekick, you won't need your own license, even if you're Powered! If you're a Damsel, you should register with us as such to receive pay, healthcare and several other benefits unique to Damsels. You are not a Powered Civilian, however, so there is no need for you to be registered if you don't want to be. You cannot, however, claim any benefits without registering.   I'm a Hero with a civilian identity, do I have to share that with you?   Yes and no. We understand that it's dangerous for Heroes (and Sidekicks) to have their civilian identities written down somewhere, no matter how well protected. We're not going to ask you to take that sort of risk with us! We will, however, require a full list of your Powers so that if you're found to be doing Hero work without a mask, we can know you're licensed! If your Power set is fairly common, we will ask for further ways to prove your identity.   I have Powers, but I don't want to be a Hero or a Sidekick   That's fine! But, you should still register with us to gain protections. We can protect Registered Powered Civilians, as long as you don't do Hero work without a license or turn to Villainy! We may also be able to find you job opportunities that will allow you to use your Powers for the good of society without having to put your life on the line. History

After several disasters involving Heroes using the trust they had built to cause destruction and death when they seemed to turn without warning, the government decided that there needed to be some way to keep these Powered people in check without preventing them from being able to use their Powers to protect others if they so chose. Thus, the UOH was founded.    Most of the original Board were Heroes themselves who agreed that there needed to be some oversight. In exchange for this transfer of power, Heroes were offered payment for their work, which made many of them eager to sign on. Those that didn't quickly found themselves obsolete.
