Rosa Milton is known to be Talira's right-hand woman and unofficial lead Henchperson. She is also known to be the leader of The Phantoms, a gang which operates in Grimham.
She is clever, calculating and protective of Talira. Some speculate that she views Talira as something akin to a daughter, though there are no reliable sources for this.Mental characteristics
Personal history
Rosa's mother was a cop who was killed by a Villain when Rosa was fifteen. Some would expect Rosa to swear revenge against Villains over this, but instead, she has a well-known anti-cop stance and strong ties to Villainy through both her gang and Talira. This, of course, raises several questions about what her childhood was like, the answers to which she is unlikely to ever share.
She fell in with the Phantoms in her late teens and quickly found herself in a place of trust among the leaders of the gang. Eventually, the gang was passed along to her when she was in her late thirties and she seems to take great pride in their operations.
