The Underground
The Underground is the first district that most coming to Demmanos will see. The main gates to the city are in this district, as are a small number of farms outside and on the foot of the mountain. Upon entering the city, travelers can immediately see the market style layout of this level. It is a gathering place and trade hub for the common denizens and members of the Congregation of Merchants. As such, multiple guilds and attached merchants do business with the city folk and travelers.
Demographics
The Underground is host to every number of races, as many as there are travelers to the city. Humans and dwarves make up the most of the faces seen, but everyone from Leonin to Orcs can be spotted in the crowd.
Government
For the most part, the Government of Demmanos maintains a law enforcement position within the district. The practical power of this district lies with the Congregation of Merchants. Though when it comes to prices through trade between the City and the Congregation, the City's fair market value takes precedent. The Congregation lacks the means to access the minerals that the Miners and craftsmen have, so they are held in check from running monopolies or running up prices.
Defences
The main Gates to the City are a thick combination of enchanted Magiron and Adamantine. Though the mountainside itself can dissuade even the strongest of armies. The long tunnel that connects the shopping quarter and the outside can also be collapsed at anytime by the city soldiers making it neigh impregnable.
Industry & Trade
The Underground is the main trading hub of the city and nearly anything (save for slaves) can be found here.
Infrastructure
Shops of every type can be found on this level, with thriving halls of dialogue and intermixing.
Guilds and Factions
The Congregation of Merchants have the strongest presence within this district. Nearly every merchant and waresman is affiliated in some way, shape, or form. Though there are also whispers that the Night Guild has a hand in the inner workings of the district. This is hotly contested by the City watch.

- The Colourful Galleon - the main tavern/inn for standard travelers
- The Sinister Smith - the tavern catering to Miners and travelers into Bedrock
- Orzammar's Wares - a General store for traveling gear and supplies specifically to going underground
- Hammer and Steel - The local smithy that deals in metals
- When Sight is Dark - a Local Magisterium diviner and provider of magical wares
