The Most Holy

The Most Holy is the head of the Church of the Seven.  They are the mouthpiece of the gods and have the ear of the First Archon  and the Archons.  None can question their ability to mold doctrine, and establish moral law in Halruaal.  The position is heavily political and is on par with the Royalty granted to the Highest Nobles.
