Duke or Duchess

A Duke or Duchess is the title that is either hereditary or granted the regional Archon where they serve or in severe cases by the First Archon. In House Romanos this title is called a Sibyl (and has extra blessings from the Goddess Initiumartis). In House Kamose, this rank is a Prince or Princess. Regardless, There is at least one of the rank per major city; although for social reasons there are usually two: the noble and their spouse. Unlike the Archons, ranks of this or lower need not be the strongest in their family to be awarded the title (though House Romanos only uses the strongest seers for this rank). Regardless of their skill or power level, they are still addressed as a normal Duke or Duchess would be. Although for their own sake, most with the Duchy title strive to be the most powerful, lest they be ineffective at their job or be humiliated by their peers.

Responsibilities

A Duke of Halruaal is invested with governing powers over the city where they live and that city's immediate county.

Benefits

After consulting with their Archon and the cities Senate, they can implement ordinances, reward lesser titles, and command the city's guard and town militias within their county. A Duke can remove the title of any noble with the rank of Baron or lower within their county. They can reward the titles of Baron or lower to any wizard.

Form of Address

it is proper to say "Your Excellency" to a Duke or Duchess, "Matron Mother" for a Sibyl. Others with similar rank or those above them (as is the usual custom), may address them as "my Lord/Lady."
