Count or Countess - or Seer
A Count or Countess is the title that is either hereditary or granted by the First Archon or the regional Archon where they serve. Typically a Count or Countess is a rural or county noble working in a township rather than in the city (although most have a city estate for the county in which they live). Similar to a Duke or Duchess, ranks of this or lower need not be the strongest in their family to be awarded the title (indeed they need not even be married as most Duke and Duchesses are). Regardless of their skill or power level, they are still addressed as a normal Count or Countess would be. Although for their own sake, most with this title strive to be the powerful, but more so that they won't be humiliated by their peers.
House Romanos' equivalent of a Countess is a Seer. They are moderately practiced in the art of divination and blessed to a lesser degree by the goddess Initiumartis.
Responsibilities
A Count of Halruaal is invested with governing powers to a lesser degree over the town in where they live and the villages immediate within their purview. Usually they can get rubber stamp approval from their Duke, but in most circumstances they have broad range to do whatever (there are no senates in towns and villages, though they may have to deal with so-called: town councils).
Benefits
A Count can remove the title of any noble with the rank of Baron within their county. They can reward the titles of Baron or lower to any wizard.

Form of Address
it is proper to say "Your Grace". Others with similar rank or those above them (as is the usual custom), may address them as "my Lord/Lady."
