The youth gangs of Hafiz are as much a product of destiny as the great houses of this city that were only legitimized by the Sun Dynasty after The Eclipse. Our youth are our future and I can say that the Cinder Biters are not simply criminals but an order of self-made Noidsthat bring one more layer of complexity to this holy city.

Summary

The Cinder Biters are essentially an order in terms of their command strcuture, organization and scope... however they were stripped of this title by

Structure

Grand Ulcer--- Oversees the continued functioning of all levels of CB expression (economic, political, social). Never appears in public but speaks through House Xil Ourg.

Regional Executive Directors (RED) --- Oversees crew boss effectiveness on their respective corners, controls and commissions Wetboy missions and establishes functional stash houses and markets for illegal/stolen goods.

Crew Bosses --- Crew bosses oversee corners, control territory, economic flow and communicate with REDs and TTCBs as middle-Noids. They are often stationed permanently at a stash house but sometimes at a market.  

Thuggy Teen Corner Boss (TTCB) --- TTCBs run corners, set up and lead missions, develop intelligence and deal with the on-the-ground running's of slum and market life.  

Market Manager --- Teen Bruisers that show entrepreneurial potential are recruited into the art of managing markets and possibly magic!  

Teen Bruiser --- Basic muscle of CBs, TBs are the foot soldiers of the CB organization and are expected to simply do what they are told.  

Gutter Rat --- CB mentees that are at the first level of being recruited into the organization... they are runners, spies, lookouts, market coolies and on the lowest echelon of the hierarchy... and also, the youngest and are often orphaned or homeless youth.

Public Agenda

Control Territory --- CBs have brought structure and stability to the slums of Old Port Ward through their territorial dominance. They are constantly monitoring the landscape for competing Thieves Guilds, Gangs, Orders and anyone foolish enough to try and take what's theirs. Recently, Ward Hoch El Aga has become a territory up for grabs.

  Steward the Downtrodden --- The CB approach to recruitment is a mentoring model through the first 3 echelons of organizational structure. Every CB started as a Gutter Rat and moved up the chain of command as their loyalty and effectiveness was proven (Wetboys are an exception). If you are born in Ward Hoch El Aga , or Old Port Ward or any other burrough of the city and you are either without caregivers or in abysmal poverty... you will catch the eye of a TTCB who will come to recruit you.

Establish Markets --- Entrepreneurship is a key learning tool within the CB network. Markets of all kinds are run by the CB... the especially lucrative and discreet are located in Hafiz Undercity.

Control the Old Port -- CB control of the Old Port is a historical reality and a incredibly powerful strategic location. The CB power structure relies on the information, trade and strategic advantage that control of the Old Port permits them to have.

Rivalry with The Faith Militant -- Generally, if a Faith Militant sees a Cinder Biter, they will start clanging their bells or forming up to limit, restrict and discourage CB interfacing with 'regular' Hafizi society. There is one place where CB and FM get along, in the Old Port DIMIZ.   Cinder Biter capacity to engage in diplomacy and trade with any of the official organizations and houses of Hafiz, let alone the crown is only made possible by House Xil Ourg as an intermediary because they are considered an illegal gang.

Assets

It is unclear what is truly owned, controlled or contested... but it is obvious that for at least the entire reign of Flodur III, the CBs have controlled the Old Port and a number of markets within the surrounding area and Hoch El Aga.

History

Nea Jer Nolat Neaj (3 Kings prior to Flodur I), in dealing with a Thrope based war of attrition for control of the Old Port, empowered and armed the Youth Gangs of Hafiz (a collection of warring gangs and guilds) who were mostly Human and regarded as "True Hafizis" in the eyes of the King. Successfully securing the Port after it was captured during the height of the 570s Thrope Rebellions, Nea Jer Nolat Neajj named The Cinder Biters as an official order.   From 570 - 630 XE, the CBs thrived on all levels in the unregulated growth explosion that was the era that they found themselves in. They controlled the Old Port, Hoch El Aga and were pouring in influence everywhere. The mentorship structure of the CBs was firmly catalyzed at this time and markets were popping up everywhere. Then Grand Ulcer Liano Gag, pushed things too far in lobbying to have The Cinder Biters become an official Sun Dynasty House. This led to the Cinder Biters being stripped of their status as an official Order by Egg ilihp Nolat Neaj and became officially, nothing more than an illicit gang.   However, their power continued to grow as an underground river of influence within Hafiz society... most especially in the undercity.
