The City of Kitezh

The city that gives the region it resides in its name, Kitezh is huge. Spread out over many miles, it is perhaps the largest terrestrial settlement. Due to this, it is not as well defended. As a matter of fact, it wouldn't be incorrect to say that it's almost completely undefended.   The authority in Kitezh does not spend time protecting anything but its own assets. Everything else is up to its civilian population.   This isn't accounting for the wilds that Kitezh is founded in either. Frozen year-round, except for one month a year, and almost always being prowled by some Tech-Horror or another. It's almost permanently encased in blizzards and harsh winds, making it very uncomfortable to exist outside habitats and specially designed vehicles. Anyone looking to survive within the 'settlement', especially permanent residents, often band together in small enclaves in every neighborhood. It's not uncommon to see roughly uniformed individuals, both organic and synthetic, standing at intervals on the side of the street, or loaded into a modified vehicle patrolling around with a heavy gun. A few of the more affluent neighborhoods even have their own Aeros, which provide a great deal of security to the residents.    This comradery between both kinds of human is more than likely the main reason for people to keep living in the area. Even with the danger, such understanding is rare. If not unheard of.   The city itself is perhaps the closest to an old world layout that you can find in the modern world, at least for a city that is still in use. Wider streets, street lamps, a single street level not including the metro, and unique to Kitezh itself are the series of heaters lining the streets. Their orange glow giving the city a welcoming appearance at night, and keeping the settlement at a comfortable if brisk  temperature at all times. People fear a heater outage more than they fear a Tech-Horror incursion or outlaw raid.    The territory is administered by the Council of the Tzarina, or more commonly the Tzarina Council, which has a....loose interest in maintaining the livelihoods of those living in their lands but not a part of their organization. They build roads, maintain buildings and infrastructure to a degree, and set up Agri-Pillars. The products of which are sold to the people at price that one would have to argue are reasonable. Farther than those basic needs, however, the seem completely unconcerned if people stay, go, or even what they do on their lands for the most part. To the point where most neighborhoods and outer-settlements have their own justice systems, militia's, and business interests completely free from any sort of regulation.   As long as it doesn't interfere with their own goals, of course.   The most common model of M's in Kitezh are heavily modified Exploration Models, as they're the only ones that can survive in the cold without the cities heaters. This generally means that they are set into roles they weren't designed for, but make the most of it.
