Beacon
Serving as the city's judicial body, The Beacon is where criminals arrested by gendarmes are tried and sentenced with judgement falling down from the Golden Flame itself--according to church dogma.
After charges are brought against a perpetrator by the Suretry they plead their case (or hire an Advocate to plead for them) before a Justice, a member of the clergy as an Attorney of the Law makes the case against them. The Justice gets ultimate say as to the ruling and punishment of the crime but the appeals process strongly favors the accused. There's a series of prosecutoral burdens that must be overcome. If any of these are missed than any lawyer worth their salt can get a ruling reversed--but if you can't afford a lawyer then you're out of luck.
