Hassir Saluk Beshar
Head of the merchant council of black marketeers that govern the city of Qudra. He rules from his dark tower of Huz, giving him a constant view over the activities of the market square. He is not an autonomous leader, in that he must answer to the rest of the council before taking any major actions. However, he likes to present himself as if he were a true Hassir (the title is self given, in his case, and not truly representative).
