The Balance believes all should be equal in front of the Titans, their should be no High or low born, and all should be judged on equal merit. Overturning thousands of years of life within the Crane Imperium. It shouldn't matter your species or if you been touched by the elements, all should be judged on their own skill and knowledge, not just on their birth.

Formation

The balance was first was noticed within the university students, it was seen as a harmless distraction from studying, to give them something to think about and debate outside of the lecture theatres and halls. Maybe if it been stopped there it wouldn't have become the movement it as become now. No one as every taken credit for the creation of the Balance, no individual, group or house, maybe it wasn't one group or person maybe it was many that came together out of a shared believe and vision, We may never know.

History

Over the last 5 years the Balance as become prevail across the Imperium in the young, who believe all people should be given the chance to train or learn in any role they want. Not just the priviledge few, those who excel in school, or happen to be born of higher status than their neighbour, That everyone should be able to become anything they want with time and effect if willing to put in the time required.
While in actual fact the Imperium does believe in people being able to improve they lot in life, excelling in learning will get you a better position than your father or mother, a Lowborn member of society will never become a Highborn, those boundaries are part of the great Imperium and were laid down by Akadi in the dawn of time. The Tengu people are her favorited and the Imperium was her gift to the physical plane.

What's Happen Now

Violent Revolution is unlikely to be the way the Balance gets change, as the Guards of the Crane are far too well trained and far to active to allow a real violent revolution to happen, The older nobles like the position they have, and the fact they don't have to work beyond what they want. The balance works on changing the minds of the youth, to allow a gradual change in believes of those in power.
So now members of the balance are in low level positions within government, within education and within the miltary in another 5 or 10 years those low level members of organisations will become senior and more members of the balance may be in the lower-level jobs, so change could happened. But the great Noble houses and the Empress herself still hold a great deal of power and the Balance has yet to make progress with those great houses, just the minor nobility. Obviously they could just be using the Balance to gain a foothold or to push their way into an easier life for themselves.
