Stelian Arcos is a Human Alchemist and Labourer who works for the Scofflaws' Guild in Sigur. He was originally a member of a splinter group from the Red Drapes who were attempting to unlock the Hag's Riddle in Bogwatch before his band was defeated, and he was recruited alongside Iosif Stolojan.
