Coalition of Hadasht

The Coalition of Hadasht in the modern era is a trading empire that constantly is forced to repel invasionary forces from The Republic of Solden and Vernica. They were founded when deserter legionnaires during The First Republican Civil War left Wolsten for the island of Hadasht. They formed an alliance with tribes of Those of Gaulren that inhabited the island warning them of the invasion the Republic would send soon.   The Coalition of Hadasht is not truly a coalition anymore as all the tribes and legionnaires have interbred so much the natives there are rather homogeneous and are distinct from both Republic citizens and Those of Gaulren. The name however has stuck as a reminder of where they came from.

Structure

The Coalition of Hadasht elects a ruling class from the wealthiest members of society to rule for as long as they can make their governmental budget last. The elected members are given a set amount of gold based off the current economic standing of the Coalition as well as any personal wealth the elected members put in and once all the positions have been elected they form a corporation who will rule the coalition until their budget is depleted. There are set expenditures in place including money for the military and general upkeep of infrastructure and temples that have to be adhered to.   These corporations tend to last one to two decades depending on how much legislation they want to craft or repeal. The longest corporation was under the presidency of Limur Indis who ruled during the time of the sundering and passed emergency funding with the approval of the grand council to extend their corporation to deal with the crisis plaguing the country. The only other time emergency funding was passed is during the Fourth Hadasht Expedition to insure total breakdown of the invasion.

History

The Coalition was founded when deserter legionnaires from the The First Republican Civil War made their way to Hadasht and formed alliances with several of the tribes on the island. The newly formed coalition first had to face several hostile tribes to their presence who attacked their early settlements. The Coalition was able to hold them off and create a walled city known as Varlib. They began to slowly expand outwards and bring more tribes into their coalition. Another group of tribes was beginning to form though lead by Tureno of the Iksina tribe. Several of its members harassed the newly formed coalition, but Tureno had most bide their time until The Republic of Solden and Vernica landed on the shores. Once the Republic had dealt with their problems around their borders they finally mounted the First Hadasht Expedition.   After the First Hadasht Expedition the coalition solidified itself on the island knowing the Republic would return to avenge Peresov Nereus. The coalition began forming itself and creating a system of government. At first the coalition tried to emulate that of The Republic of Solden and Vernica but once the Coalition began turning mercantile formed a slightly modified form of elected democracy.   The Coalition of Hadasht weathered five Republican expeditions before the disastrous events of the sundering. During the sundering the Coalition was affected by the same demons that Those of Gaulren summoned demolishing most of the cities and towns dotting the island.   After the events of the Sundering the Coalition returned to life as normal, trading with the other nations and weathering expeditions sent by The Republic of Solden and Vernica. The Coalition has no plan on extending its influence off of Hadasht and is satisfied with the current state of affairs as the ruling class is making enormous sums of money. The number of expeditions onto the island of Hadasht has numbered thirteen and there have been rumors of a fourteenth being formed.

Military

The Coalition's military at the beginning of its life looked exceedingly similar to that of the early Republic's military. Since then they have distanced themselves from standing armies and rely more heavily on combination of conscription and mercenaries. In order to be able to hold land one has to be trained in the ways of war and sign up for the draft. In times of peace a citizen signed up for the draft is allowed to own land and trade freely in Coalition lands. One not signed up for the draft is not allowed to own land and is taxed far more heavily. During times of war the ruling corporation will determine the amount of troops needed to repel the attack and conscript draftees into the military. Anyone signed up for the draft can volunteer as a mercenary and earn triple play and be placed at the top of the draft list. The army is then formed and sent to deal with the threat. This way all men are trained and geared ready to fight very quickly as it is a requisite to owning property. To insure that the ruling corporation doesn't skimp out and not recruit enough troops to extend their budget any destroyed property is paid for from the budget to incentivize the minimization of property damage.

Policy is crafted by the corporation and a council is formed of various important households that are not affiliated with any corporation members to determine the economic impact such legislation would have on the coalition. In order to pass the legislation the corporation would need to take that money, as determined by the council, from their budget. The more money the ruling council puts in of their own accord the more policies they are able to pass. There is certain legislation that cannot be passed by the elected government and can only be made during the grand council that meets every five years to make changes to the governmental structure of the Coalition.
Judicial Body
The judicial body is elected by corporation members at the beginning of their budget. They choose who will be determining the interpretation of the laws. Other households often times pay into the corporations budget to have their pick being elected into a judicial slot. This is one of the most common ways corporations increase their budget.
