Soba

One of the least populous suburbs of the City of Cartoons, Soba is often called the "Quiet Suburb", as other Toons don't often hear from Sobs. Although not as hostile as residents Kala or Durma, the people of Soba are insular and don't care much for outsiders. They generally don't attack visitors (unless attacked first) and they don't force them to pay tolls, but they will also not offer assistance, going so far as to turn down simple requests for directions. They are amongst the poorest of the City of Cartoons and they see outsiders as representing the worst of the City, even if those visitors are not from the City of Cartoons.   Most of Soba is a concrete wasteland. Shells of skyscrapers and other Old World architectural marvels dominate the landscape. However, the vast majority of these buildings are unusable in their current states, liable to collapse from the slightest disturbance. Sobs live in the lower levels of these buildings and in old subway stations and tunnels--the unflooded ones at any rate.

Demographics

Most residents of Soba are mutants, though there are also a significant number of stock humans and a few synthetics.

Government

Soba has no central government. Sobs subsist mostly on their own in small family groups.  

Floodlands

The Blue River frequently floods in the rainy season. At this time, the extra flood waters end up covering much of eastern Soba. The areas prone to flooding are collectively known as the Floodlands. When flooded, the region starts to resemble Silent Toons.   Because of the flooding, most Sobs live in the western portion of the suburb. However, a few Sobs live in the Floodlands, priding themselves on their ability to survive when the river floods. They make their way along the waters on homemade rafts, canoes, or old, rundown Jerryboats (see Jerry). They hunt the strange marine life that lives in the Blue River, selling what they catch and kill to collectors of exotic game.   Few of these people survive more than a year or two. They either fall victim to the creatures they hunt or die of radiation poisoning. However, a few survive for many years, making a tidy fortune on their kills and developing numerous mutations in the process.
