Kala

People approaching the City of Cartoons from the south and along the east bank of the White River will reach Kala first, after passing through the Deadlands (see City of Cartoons for details). This is unfortunate. Of course, more people approach from the west side of the river, meaning they reach Durma first, which is only a little less unfortunate. The less-than-welcoming reception travellers get in both places results in many turning around and going back--often pursued by the gangs of Kala, who are out for blood. It was Kala where the Coop had its unfortunate "Trouble with the Toons" that led to it never returning to the City again.   Kala is not a unified suburb. It has no central government. Instead, every resident of Kala belongs to a gang. Some gangs are larger than others and the total number of gangs varies, though the six largest gangs. The gangs are all in competition with one another, though some will form alliances for mutual benefit. Others are often in all-out war. The only thing the gangs are unified on is their hatred of outsiders. The only way to get through Kala unaccosted is in large numbers heavily armed.   The one surviving bridge across the White River in the City of Cartoons joins Kala to Durma. Kalans rarely use the bridge, though they do enjoy chasing fleeing outsiders onto it, forcing them to cross the bridge and then laughing when they can't pay the fee the Durmans charge.

Demographics

Kala has a fairly even mix of stock humans and mutants with a slight edge to mutants. Synthetics and pure-strain humans are virtually unknown.

Assets

Kala is located in what was once a particularly rich part of the city in the Old World. The gangs have recovered many technological artefacts from those years, and they continue to find new ones all the time. So even though the gangs don't possess the knowledge and skills to create them, they may possess all kinds of advanced technological items. Energy weapons, in particular, are particularly sought and prized.
