Order of Umbra

The Order of Umbra represents the domestic and political "department" of the church. The orders do not share different beliefs or necessarily worship one goddess over the other. This Order serves to organize the various civil, judicial and law enforcement efforts undertaken in and around the cities. Despite the lack of outward theological concerns within this set of affairs, this is considered a due and proper function of maintaining the church's teachings and safeguarding both the physical and moral well being of the people.
The Order of Umbra takes command of the following concerns:

• Investigating crimes and serving warrants
• Holding trials
• Planning city growth and public building projects
• Staffing the town guard
• Contracting the Hunter's Guild to serve bounties
• Processing public grievances
• Keeping census records
• Diplomatic relations between cities and the other provinces
