Kiiran
"I'm not sure I'd really say that it's a 'political' stance, I just think that if we're going to keep this whole 'Galactic Community' thing civil, we're going to have to make some rules."
It's hard to say how exactly the Representatives were first chosen, as records from so far in the past are, extremely difficult to access due to the changes in technology in the eight or so thousand years since the group was first officially organized. One thing that is agreed upon by scholars of all races, The Galactic Research Foundation, and the Galactic Community at large is the name of the Fenati woman who served as the first representative when the Galactic Community expanded to include more than just the Ahsi and their colonies on previously uninhabited moons. Her name was Kiiran, and she loathed being referred to as a politician.
The Rise of a Fenati Leader
Kiiran was born in the year 3401 GE on one of the Fenati colony worlds. At the time of her birth, there were three races that had multiple colonies within the boundries of the current day Galactic Community. The Fenati, the Ahsi, and the Kavenai. However, they were only very loosely organized, and none considered the rest to be part of their group. They were allies, nothing more.
Growing up, Kiiran had an immense respect for how the Ahsi handled everything from resource management to entertainment within and between their colonies. She had a loose appreciation for the Fenati Alliance and the Kevari Kingdoms, but she felt that neither had truly grasped the importance of making sure everyone was welcome and cared for. She had spent a long time reading about the history of her people, and was aware of what intolerance had cost them. She believed with certainty that if the three races didn't start cooperating and unite as a single Galactic Power, some day someone would come along and wipe them all out.
As she got older, Kiiran caused no end of trouble for the Fenati Alliance immigration centers by constantly moving between colonies, following researchers and sharing Fenati cultural secrets with the Ahsi and Kavenai in exchange for goods and resources that the Fenati otherwise had no access to.
"I'm really not sure that you're understanding me, Officer, you can't charge me with a crime when what I did is not illegal. There's no law that says I can't trade a copy of a book for some ship parts."
The older Kiiran got, the more she saw how some Fenati laws, specifically ones that barred the teaching of Fenati culture to "outsiders" from the other races, or the use of Fenati cultural and religious artifacts as "bargaining chips"*, were damaging the relationship between the Fenati and other races.
Because of this, Kiiran left her home colony one day to explore the other colonies. She did not believe that it was right for the Fenati to try to remain so isolated when the Kevari and the Ahsi were doing just fine sharing things with each other.

The sell or trade of Fenati religious artifacts, such as the book the Aslaii or Fenati Priests' Robes, was at this time, expressly prohibited by Fenati laws. It was also expressly forbidden by the same law that one could not offer up religious artifacts, teachings, writings, or implements as rewards for various jobs or tasks (also known as quests in some contexts). And it was also forbidden/illegal for outsiders to interrupt religious services, witness religious services, or be present during religious festivals and holiday celebrations.
