Blackwatch

A fortress a few miles away from Stormspoint. 
It houses a large garrison with the intent of preventing any of the barbarian tribes attacking Stormspoint. 
It is named after the black stone watchtower that makes up the fortress.

Government: 

The city is governed by a military general appointed by the Stormspoint’s Merchant Council.

Defence: 

Blackwatch houses a garrison of Stormguard, trained soldiers funded by the Merchant Council. Blackwatch’s greatest defence is a heavily armed mounted cavalry.

Commerce: 

Blackwatch produces no commerce and imports food and supplies from Stormspoint.

Geography: 

Large stone walls surrounding a large fortress of black stone.
