Infrastructure

The lower city around the harbor is divided into 15 districts. The center district is the smallest and belongs to the city's harbor Administration. 12, 6 each side of the center belongs to each of the clans. Then the end districts belong to the standing Military of the Clans.
The order of the districts from right to left are Military 1- Falcon - Goose - Salmon- Woodpecker- Wolf- Otter- Admin - Owl - Deer- Raven - Snake - Bear- Beaver, Military2.
The clan districts expanded halfway up the hill but are mostly lightly populated once away from the harbor. The top of the hill is where the main Administration and churches are. Plus a large castle-like building that holds the High King's throne.

The city is built in the form of a large amphitheater around the large harbor.
