Shal'Azura was the third city that was raised into the sky in this new era of progress. The mechanics of how the city manages to stay afloat is one of the best kept secrets in all of Exandria and despite the cities location high above the Panagrip Sands the city streets are usually enveloped in swirling, cooling mists that rise from the nine rivers that lie beneath the burning desert sky.

Government

The Erudite Triad rules the Third City in a state of enlightened despotism. The Triad is composed of nine counselors who are chosen from among the deans and professors of the Desert Rose University, Bennain Guildhall and Taqadum School of Technomancy. The Erudite Triad is presided over by the Majilisun.

• Eatifat - south-eastern outer district, legal and illegal vices

• Fajirun - eastern outer district, overlooks the sunrise

• Jamin - western outer district, overlooks the sunset

• Karam - northern outer district, houses the poorest residents

• Makira - south-western district, craftsmen, good bazaars, merchants

Inner Districts

• Amana - inner district, lightning rail station, skyport, grand bazaar

• Lavivun - inner district, great restaurants, great food market

• Marifat - inner district, court and government district

Central District
