at the top the high cień mistrz (shadow master) he controls every thing within the organisation. he is the all seeing eyes of the duchy and holds a place in the head of government secret council. he also controls the 40000 strong magical army that the agency controls.
under him there are regional shadow masters who watch over different areas with in the state.
