Junkberg
When the WayHall closed at the end of the expansion, entire fleets of ships were lost on the lanes. Most were destroyed by the collapse of the Hall, but some continued to navigate it, surviving by scavenging and salvaging other vessels.
As resources ran thin, vessels were forced to choose between violent cannibalism and strained cooperation. Those who chose the former are landmarks, those who chose the latter are Junkbergs. Those successful Junkbergs which survived into the modern era now float through the WayHall—safe harbours for the bannerless and the convicted. Though wary, they are often willing to trade, house, and outfit outsiders in return for supplies and mutual protection.
If you want to do business where the Banners are less likely to nose-in, these drifting city-states are a good place to start.
