Within the Federation, property laws are already lax, and in some cases predatory organizations can rise up to generate income through contractual loopholes The Wrecking Yards of the Federation, while not entirely focused on repossession and impounding, makes a lot of its free cash flow through claims against privately owned wayships.
Wrecking Yards are allowed to run patrols to find abandoned wayships within Federation space and take them back to their yard for scrapping or resale. The practice, known as 'repossessing the unpossessed' as many wreckers call it, is legal in Federation space.
Even if the vessel is not abandoned or has an existing claim, Wreckers are not out of luck. If owners can find enough dirt on the owning party, they can acquire a warrant to take the ship. This has lead to brazen robbery under the guise of serving a Warrant.
Not Federation? Not a Problem.
Even the threat of causing diplomatic stress doesn't faze the hungry wallets of the Wrecking Yards. Vessels from other Banners can be targeted for scrap if they spend too much time in Federation space. This practice is levied primarily against vessels that have been abandoned, no matter the circumstance of abandonment.
If you encounter an abandoned vessel from a different Banner, do not hesistate. Seize, clear, and tow it. We can deal with the ramifications if they come back later.
