Silvenore Kingdom
One of the smaller nations and home to most of the elves in Ethea. Bulk trading is not easily accomplished with their territory by definition are "the trees of the False Maple Timberland" and the majority of businesses only barter and refuse to use currency. The area is renowned for its pioneering magical practices and arts. Some of the most esteemed schools of the Arcane College are located in their settlements.
Structure
The kingdom is not governed by a single monarch for life. Every 111 years the 11 eldest elves excluding the current ruler draw lots to decide who will become the king/queen for the next term. The monarch is primarily entrusted with the safety of the forest and by extension the settlements of the elves. While he or she is responsible for appointing or removing elves from other positions of the government, there is an expectation that upon being chosen the existing officials will remain or at least given years to prove their value before being replaced. This is strictly not necessary and there are plenty of exceptions in the past though limited to only a one or two officials.
Emphasis is placed on pedigree and roughly speaking there are 3 classes of individuals in the kingdom: Elves, lesser elves (half-elves and others with a mixture of and non-elf ancestry), and non-elves. There are also outsider versions of these classes under the previous 3 referring to their non-citizen status. While not codified any of
History
The elves of Ethea were scattered during the Second Planar War surviving with the other races as best they could but had no place to really call home. After Sabaf Vazar defeated Daz'gomoth ending the conflict, the elves along with many of the others helped banish the remaining planar creatures to their origin.
The elves slowly regrouped while Vazar was in control of the continent and establishing an empire. The majority of them found the forests of the False Maple Timberland to be favorable, most likely due to the connections with the Feywild owing back to their ancestry with the Eladrin. While there had always been contention with the other races because of their extraplanar origins a lot of this came to a head in the last half of The War of Sovereignty .
This lead to the formation of a group of elves that looked out for their own kind within the woods. They were able to stay neutral with most of the other races during the conflict in exchange for dominance of the forests. Most historians cite the formation of this group as the beginning of the kingdom as known today. However, it wasn't until the end of the War of Sovereignty they were recognized simply as the Elven Territory not bound by the Vazar Empire . They wouldn't take on the name of Silvenore Kingdom for decades afterward when the first assembly of succession occurred and many of the core rules and tenants were laid out by the 11 eldest elves
Trade & Transport
The elves of Silvenore do not operate on a strict quid pro quo basis, but are understanding of races that are. With their long lifetimes they operate on a gift economy where by they simply and often give valuables to others without any expectation of anything in return. Instead they rely on the constant exchange of having gifts being given to them to sustain the economy.
Having been taken advantage of in the past, the elves rarely give anything of high value to outsiders, and when they do they typically want to barter for something rather than exchange any coinage. However, if outsiders offer a donation of valuables to an elf, they will likely attempt to return the favor after quite some time. Often the donator has passed away and if the elf may feel inclined to find any surviving kin to repay the favor.
