Personal history
Harper grew up in a Newbridge penthouse with her parents: a state senator father and geneticist mother. With her mother employed by Grantech and her father steeped in politics, Harper picked up on political skills and subterfuge from a young age, and growing up in the limelight allowed for frequent lessons in manipulating the press. She routinely eavesdropped on her parents' conversations, which was how she learned about the Unstoppable project and a slew of escaped test subjects when she was thirteen. The idea of people with superpowers--and maybe even the possibility of having them herself--was instantly intriguing, and she redoubled her spying, teaching herself how to hack her mother's computer to look at Grantech files and observing all she could when she visited her mother at work.
On one such visit to Grantech when she was eighteen, a Grantech security officer found her sneaking around and took her to Alem Johnson, president both of Grantech and (effectively) of Concordia. Instead of the reprimand she'd expected, however, Alem admired her work and admitted he'd been keeping an eye on her work for a while and was well aware of her hacking skills. He offered her an internship in the genetics department of Grantech's science division, which she readily accepted, and provided her with a full scholarship to @Tark University.
After getting a master's in communication and a doctorate in biology by the age of twenty-five, Harper was promoted to a full-time position in Grantech and steadily climbed the ranks, her drive to succeed and her skill in manipulation setting her forward in leaps and bounds. Within a year and a half, she'd moved all the way up to the position of Alem's personal assistant and publicist. Working in the public eye allowed her to form connections with other politicians and CEOs, which turned out to be the ideal work for her due to her expertise in finding out what people want and providing it.
Harper remained Alem's publicist until she was caught in a scandal with a Newbridge senator in 2453 and demoted to geneticist, by which point she'd been working for Grantech for a little over thirty years.
After her demotion, Harper worked in the Department of Science until her death (which some suspect involved foul play) in 2466 at the age of fifty-two.
Education
Harper was public schooled K-12, after which she got her master's in communication and doctorate in biology from Tark University.
Employment
Harper's first job was an internship in the Grantech science department when she was eighteen, which she kept for six months before she was moved to a communications position in the security department. That internship lasted for a year before she was promoted to a paid part-time position (still in communications). She worked there for six years, and when she finished school she was promoted to a full-time position where more publicity was involved. She proved herself there within a year and a half and was promoted to Alem Johnson's personal assistant and publicist, a position which she held for more than twenty years before being demoted to geneticist and working in that department for an additional three years.

Motivation
Her motivation is, in many cases, simply to achieve. She wants to be the best and prove herself to others, and she loves acting to do it.
For a good chunk of her teenage years, her motivation was to get superpowers, but that goal died when she discovered she didn't have the proper gene to allow her body to sustain powers.

She's knowledgeable about genetics and biology, as well as politics. Her real skill, however, lies in people-pleasing; she's an expert in finding out what people want and convincing them she can provide it, and she's a talented actress. She can always twist a story to be what she wants it to be, and in keeping attention right where she wants it (which is usually on her).
