Vatt Wasser
Vatt Wasser is the Capital underwater city of the Akati Ocean to the East of Malnax.
This underwater city is about 56-64km (35-40 miles) East of the Malnax, and about 64km Southeast of Kaeoi.

The city contains a mythal, a magical protective barrier. The city glows slightly when seen from a distance, and coral has grown everywhere within, seen by its inhabitants as a beautiful effect, however three quarters of the city has become covered either with coral or reef.
QUARTERS
The city is split into quarters by major 10m-wide (30ft) roads running north, south, east and west, from the city's centre, at the Spiral - paved in coral and formed mosaics.

Elves' Quarter
The northeast quarter of the city was the Sea Elves' Quarter, containing structures such as libraries and villas, as well as the temple to Deep Sashelas (a six-story structure with translucent patterned pearled glass walls and a three-story domed central altar), and a park with adjoining villa which was a kind of mage school.Triton Quarter
The southwest quarter of the city was Triton Quarter and contained wider buildings than elsewhere, some of which were used by the Triton as training arenas. They are the main defense force.
Trade Quarter
The southeast quarter of the city was the Trade Quarter and contained The Oval Ocean (plaza market). The areas underneath the plaza were converted for use as hospitals and housing after the Fearsea War displaced many Merfolk, Tortle, and Triton from other underground areas.
Government
Although there are no written legal system.
The laws are govern by the Merfolk, a noble family by vote each 10 years. Crime is punishable by the Tritons and the Merfolk judge. Lesser offences may command a labor-based punishment, usually involving clearing reef or coral, but serious offences are punished with banishment or death.

Architecture
Being an underwater city, the buildings in Vatt Wasser did not require stairs; although some have them as a point of prettiness. Access to upper floors is through trapdoors or simply through holes left for this purpose. There are also little need for ground-level infrastructure such as roads, as it is simply possible to swim from place to place.
Glass windows are not common except on the grandest structures - like the templ of Deep Sashelas. Most buildings have shutters that can be pulled closed for extra privacy. Since small objects can easily be carried away by water currents, almost everything in a building is stored inside a chest, cabinet, or container of some kind.
