Chiel van Tieghem

(a.k.a. "Seraph")

Chiel is one of the more mysterious, yet regularly active members of R.I.S.E., whose motives are still not truly known, and her powers are still vastly misunderstood by the majority of the world outside of the hero guild she works with. Chiel has acquired abilities that seem to influence, perhaps even control the effects of karma itself, as well as a slew of other traits and talents which make the pursuit of balancing the world’s salvation and damnation for those that deserve both easier. Her physical body is capable of assuming a traditionally angelic form, complete with wings and a visual aura that radiates from her otherwise inhumanly dull skin. The fact that her very presence can reward or punish those around her has also earned her quite a distinct, respected, and in some places feared reputation.

Powers

• Capable of unassisted, but limited flight. While her wings are summoned, she technically floats in place and can use her wings to alter her direction and speed. She however is incapable of true flight for longer than a period of a few moments.
• She radiates a karma impacting effect in a radius around her up to two miles away from her current location. Various events tend to occur in her vicinity (usually things on a large scale that impact many at once), and tend to follow a pattern of reward or punishment based on the level of benevolence or malevolence of the population around her. Thus good, hard working people, may be blessed with a sudden boom of fertile soil or a bounteous catch of fish, and corrupt populations may experience a major drought or a tainting of the town well.
• Chiel is capable of summoning one of three types of weapons from an unknown location through manifestation of light: a longsword, a bident spear, or a metallic silver bow.
• Wicked souls are instantly judged upon making direct eye contact with her, and can be mystically consumed by methods like spontaneous combustion, highly accelerated age related withering, a body consuming rot or a fast acting illness resembling a plague.
