The United Commonwealth of Terran Peoples
Destined to fail due to a variety of problems, the United Commonwealth of Terran Peoples is the defunct interplanetary government that once presided over the Terran System. A select few aspects of its structure can be found to this day in the FTS' government system.
Structure
The UC consisted of only a single legislative branch of government, known simply as The Council. Matters that would typically be Executive in nature would simply be held to a vote; while things such as Judicial operations either being handled in individual country governments or through temporary committees.
Public Agenda
The goal of the UC, much like the UN, was to achieve international co-operation in solving international problems of an economic, social, cultural, or humanitarian character.
Assets
All UCTP assets were donated from individual countries on a case-by-case basis. For instance, if the UCTP needed ships to break a blockade; they would request ships from its various members. Members who donated assets to different causes were rewarded through decreased levying, tax cuts, or direct payment; in which the amount of their reward would be increased depending on how much they contributed.
History
The UC was born from the ever expanding multinational political conglomerate known formerly as the United Nations. Its step up from political alliance to a commonwealth of nations took place shortly after the first colonies on distant celestial bodies grew into influential "City States." The need for an expansive multi-planetary government was needed, therefore the UN took the position.
Disbandment
Military
One of the fatal flaws that the Commonwealth had was its lack of a centralized military. It was not permitted to form or even hold a standing army or navy, instead using voluntarily contracted military assets from its participant states. States were expected to hold their own militaries, with certain mandated limitations to their size and composition, of course. However, due to the lack of a federal army, these laws were rarely enforced with any kind of guarantee that they will stay enforced.
"Only One People"

The legislative body of the government was formed by the Commonwealth Council. This council would vote on any and all laws presented to them. One of the jobs of each representative in the council was to present international issues which the states they represent are having. Based on this presentation, the representative would offer a Proposition to the council which would hope to remedy the issue. Based on this proposition, a vote may be called into session to allow or deny this proposed bill to become a law.
The Commonwealth rarely dealt with judicial affairs, as that was mostly the job of every independent nation within the Commonwealth. However, in the rare event that the Commonwealth would have to deal with judiciary operations, they would form a temporary committee known as a Judicial Committee to resolve the matter. Usually these committees are formed by governors and judges from various states within the Commonwealth.
