Utar Confederacy

The Utar Confederacy is the result of the world's largest concerted effort to unify disparate tribes and peoples under a single banner, composed of Orcs, Humans, Trolls, and Halflings pooling their resources after their failures to defeat the overwhelming force of the Enemy's soldiers during the War.

Public Agenda

Being the most numerous population in the Confederacy, Orcs are the most obvious influences on the values of its culture, but it would be unwise to assume brute strength and discipline are the only traits praised in the Utar Confederacy.   In the decades since its defeat, the Confederacy has turned its militarism down a notch, investing much more heavily in industry and reshoring diplomatic relations with former enemies as it catches up with its neighbors' economies. Its current leadership is atypically invested in the minutiae of bilateral trade agreements and gaining acceptance from its former enemies. While foreign intelligence efforts have produced little evidence for distrust of the tribes' public statements, deeply-rooted suspicions of the mercenary reputation of the Utarian war machine persist.   It has been made quite clear that even though the Confederacy may have a different outlook on the world from those who lived in the early Third Age, its peoples will never, ever, be trampled upon the way they were during the Great War.

History

Created in the wake of the Great War by a charismatic Orc chieftain, the Utar Confederacy united an array of dying peoples and shattered kingdoms under its banner. The Utar have a history of aggressive expansion against those it perceived as weak, justifying this behavior with the argument that if, say, Nova Speranza could not hold against its skirmishers, any future Matok could and would easily exploit its resources in their rise to power. Despite varying degrees of success, the tribes persisted until a series of harsh military defeats forced their surrender to the witch-society of Speranza and the North-West Bloc.

Military

Despite the polity's new goal of self-development, the United Confederacy maintains a significant arsenal for use by its battle-hardened warhosts, anchored by its massive number of ferocious assault troops. Many warriors became infamous in the Confederacy's last war for their masterful horse archery, using massive compound warbows and enchanted arrows in lightning-fast displays of shock tactics, which still form the basis for its modern combat doctrines. Modernizing its armies with transport trucks and armored personnel carriages has caused frictions with Nova Speranza and Collective One, but few complaints have come from the Appachians licensing component designs and selling refined metals to the workshops of Confederate industry. So far these new units have been focused exclusively on clearing out Decian wastelands, and participating in military exercises with their tentative allies.
