Xuuyai
Defences
Xuuyai is one of the largest walled cities on Eltar. Solid stone walls standing more than twenty-five feet high surround the city with the only known entrances being four large gates, and the two great waterway gates.
Xuuyai maintains 4000 Justice Enforcers stationed at precincts throughout the city. These enforcers keep the peace and arbitrate local disputes.
Districts
The Warehouse District houses various products and merchandise making its way through the capital. During winter months, inventory is mandatorily removed so that food can be stored and supplied to the populace.
The Servile Warren serves as state provided housing, with plain but functional densely build housing tenements. The majority of housing, alongside food is provided to serviles of the Empire free of charge, if a servile living within the warren has been contracted to a citizen, the citizen reimburses the Empire for the cost of the servile's living expenses.
The Citizen's Borough sits on a plateau behind the Imperial Palace, elevated above the rest of the city. It provides slightly larger and more comfortable housing to citizens of the Empire. Most citizens still have to purchase or rent a home but are eligible for guaranteed resale reimbursement and a low interest mortgage.
The Industrial District houses various factories, smithies and refineries.
The Residential District is comprised of a diverse assortment of homes built both by the Imperial Housing Registry and independent builders. Homes here are available for purchase both by citizens and foreign dignitaries. However, these homes are surrendered to the state if left vacant for longer than 6 months. Homes here cannot be rented out, only the state reserves the right to offer rental services. A home may however be sold back to the Imperial Housing Registry.
The Honorum Quarter is home to many important government buildings, including the Ecclesiastic Ministry of Intelligence Headquarters and the Tribune of Honors. This district also houses higher ranking government serviles, and the honorum members in modest homes.
The Commercial District is home to numerous shops, vendors, and stalls.
The Hospitality District is home to various inns, taverns, restaurants and other services. All ventures located in this district are required to provide some service that adds value to society, and are prohibited from providing any service deemed unsuitable by the Imperial Commerce Board, this includes: temporary housing without other benefits such as food or luxury amenities (interferes with the Imperial Housing Registry's scope), prostitution (moral hazard), gambling (moral hazard), and many others.
Points of interest
The Ecclesiastic Ministry of Intelligence headquarters itself in Xuuyai. It is the base of operations of Inquisitors and also houses the Great Imperial Library.
The Imperial Palace rests at the heart of the city. The palace also serves as a massive fortification and military base of operations in the event of a siege.
The Tribune of Honors is the chief legislative chamber of The Empire of Qoyne, the Honorum periodically convene here to interpret the will of the Emperor.
