Eternal Empire of Qoyne

Structure

The Empire of Qoyne is ruled by its founder, the God Emperor Aurelius. He is also worshipped as the sole deity following the Heretical Purge. Laws are constructed based on the Emperor's wisdom and teachings. Due to his transient nature, the God Emperor would only remain in Qoyne to actively rule and govern during periods of turbulence. He would often spend his time on various pilgrimages across the multiverse, seeking to gather wisdom that he would share with his people upon his return.   To ensure the safety and stability of the Empire, Aurelius set up the The Imperium of War which serves both as the military and governance apparatus. Justice Enforcement Administration  and Ecclesiastic Ministry of Intelligence serve as the judicial branch of government, while the Imperial Qohort and The Imperial Legion serve as the armed forces of the Empire. In the Emperor's absence, the leaders (known as the Seraphim) of the Imperium of War also serve as the chief executive branch of government.   In peacetime, the Supreme Enforcer and Grand Inquisitor govern as equal heads of state. In wartime, the High Commandant and Golden Captain govern and serve as the joint commanders-in-chief. In the case of any gridlock between these two heads of state, the Prime Arcanist, head of the Arcanum Mechanica  can act as a tie-breaking vote to determine a course of action.   The local governments are lead by Arbiters. Arbiters are nominated through a local election process. The top three nominees for each district attend a summit in Xuuyai where they make the case for their candidacy and are selected for office by the Supreme Enforcer and Grand Inquisitor. In the case of a split decision, the Honorum is called to a vote on the two preferred candidates to select the Arbiter.   The Honorum serves as the legislative branch of government. The Honorum are elected positions that are held for 8 years, there are strict standards that each candidate must meet in order to participate in local elections. Each member of the Honorum must have completed their servitude in order to be eligible. The Honorum are under a mandate to follow the Emperor's intent and wisdom when constructing laws. Attempts to craft legislation outside the bounds of the Emperor's intent carries strict penalties. Proposed legislation can always be vetoed either by the Emperor himself or by the acting heads of state in his absence.

History

During the early centuries of the Age of Arcana, twenty-seven independent human tribes occupied and frequently fought over territory across the continent of Qoyne, north of the Verdant Expanse. These tribes practiced only rudimentary magic, but were introduced to advanced arcane magic during the Qoynish Elven Conquest, when they were all subjugated under elven rule. The human locals were enslaved in the elven colonies for centuries until the arrival of Aurelius.   Aurelius led the enslaved tribes in the Qoynish War of Independence. After suffering numerous defeats, the elven kings retreated across the verdant expanse back to Syldaar. Twenty-seven of the Qoynish tribes came together to form the Empire of Qoyne, with Aurelius as their leader. Shortly after its formation, one of these tribes rejected assimilation and attempted to secede from the Empire. This tribe, the Arcanists of Tenebra led by Orcustus Tenebrous was eventually defeated and forced to rejoin the Empire.
