Tohanavi

Tohanavi are an elite investigation group that focuses on solving human rights crimes and international criminal activities.
Members of the Tohanavi are not affiliated with any other organization and must become stateless, dedicating themselves to justice and the overall health and rights of all humanity. Despite being stateless, the Tohanavi are welcomed in most nations as peacekeepers. In some of the more rigid and controlling societies, they infiltrate in a variety of disguises to locate, research, and investigate possible human rights abuses.
It takes great learning and training before one can even be considered for the Tohanavi.

Applicants

The individual must go through all the years of Teakin and Siteakin. The wider the variety of courses and training expeditions, the more likely the application will be considered. All training expeditions are put forth by the search committee for the Tohanavi, and these expeditions challenge applicants to use their skills to solve complex puzzles, riddles, and cases. If the applicant becomes stuck and requires assistance from the Tohanavi committee, they are given two free hints, but beyond this, each hint marks against them. The least amount of marks are the ones who are given apprenticeship to the Tohanavi. The most marks are given a denial and a suggested list of courses and tips for future attempts. It is rare for applicants to try again, but those that do, often show increasingly better scores.
All training expeditions include accommodations for different neurotypes and other disabilities. An evaluation of the applicant is done to go through what is needed to help support their success. From approximately 560 E to present day (999 E), technology and nanine infusions were often part of the assistance given to applicants who request specific accommodations. This could include noise-cancelling headphones, specially treated glasses, sensory sheets for nubs of lost limbs, and medical Nanine to assist with the health of the individual.

Horizontal Structure

When the Tohanavi was founded near the time the Elivera Trade Federation, the goal was to create a specialized and highly trained group of investigators from all walks of life. Where anyone could join if skilled enough, particularly in patterns and communication. The reforms of the 560 E was to push the organization into a more equitable opportunity for applicants regardless of disability, and to avoid an over representation of a specific class or Ability.
Each member is assigned a partner randomly, where they then interview each other and assess if this match will work. They are given a training mission to determine if cooperation and comradely is possible for this partnership. If this goes well, they are assigned this partner permanently. If it goes poorly, they are given a new potential partner randomly. The randomization was conducted by a committee, but is now automated through their decentralized servers.
All partner groups hold the same amount of power in the organization. Any organization wide rules are done by large conferences of discussions (cut up into committee group, of which partner groups can join and work with for a season or more), and then the rule - often adapted based on the discussions - is put up to a vote. The consensus-decision making requires a full buy-in from all partner groups, so dissenters may bring forward their concerns after the first vote. These concerns are then worked out in committees, and another vote is brought forward. If consensus is reached, then the rule is adopted. If it fails, then the rule is not adopted, and filed away for future reference.
All rule-ceremonies are optional to partner groups, but any that decide to forego the ceremony sign a waiver stating they agree with any rule adopted by the rule-ceremonies.

• Support and honor the rights of all sentient beings.
• Investigate abuses of Ability and Nanines.
• Investigate possible human rights abuses.
• Collect data on pollution, wastewater, water quality, air quality, urban density, and other environmental factors that may impact the quality of sentient beings' lives. As of 780 E, all of this data is available for public download or via public request.
• Support peacekeepers and diplomats seeking peace treaties to avoid potential war.
