The Great Summit
The Great Summit is the Historical Event which brought about the new world in which exists today, closing the time of the Gods and bringing about the time of Mortals. After winning The Battle of Banishment, The Divine Confederacy along with the King-That-Never-Was had the controlling say of what would happen to the world. The Divine Confederacy believed that the Hero should decree what would happen, in accordance with the The Prophecy of Valor.
As Nerull was banished by the Hero’s final blow a seismic wave of immense proportions flowed through Elendor. The oceans rose and crashed on every coast of Dostrum putting out many of the ever burning fires that on the battlefields of the world, a rupture opened and Nerull was pulled through. The water levels continued to rise and flood the darkest and most heavily tainted regions of the world. A second rift of energy burst out as the rift that banished Nerull closed. The second burst cleansed Dostrum once more, Cleaving the super-continent in twain and creating Solorum and Longreech in its place. The Seas returned, the fires died and from the ashes fertility reigned. For the first time, the world welcomed A Green and Pleasant Day. Pelor used his powers of time to encapsulate the battlefield in stasis for the new, verbal engagements to come. To form a new world would take time, they had been granted just that. Moradin built a great amphitheatre for the discussion. The Invading Factions sent their representatives, The Great Summit could begin.
The discussions were fruitless, many of the factions simply argued their original cases belies and points of contention- attempting to hold onto what little pride they had in themselves, but alas they had been beaten. The fate of Elendor was the Heroes and the Heroes alone. Thus we have The Heroes Decree. The Hero's Decree is the defining notion of the Planes of Elendor. The Hero declared the plane for the mortal races, giving the invader armies, no matter on which side they were on, an Ultimatum. The Divine and Powerful must leave and give the mortals their freedom. The actual Summit itself did not have a mortal witness, so there is no first hand account of any of the discussions or the true decree, but playwright and author Allard in his play "The Man Who Would be King" gave us a speech which defined the Hero's demands:

Those of Fey and Bewildering Wilds,
Ev'n to us, Which Divinity doth smile,
So, to you the Immortal titans vanquished,
I say, leave with honor or be banished.
To those who leave with heads held in dignity,
May stake their hold on mortals willingly,
Placing their faith in your sublimity,
Yet, those that refute my generous ov'ture,
Those who would see to destroy mortal, love, art, culture,
Their freedom to choose, fight, fail, laugh and grow,
I shall strike them down with banishing blow,
Those that shall'nt heed this decree forewarning,
