The Matriarchy
The Matriarchy is the royal court of the Eastlands and through many years of succession have been the primary rulers. The group is primarily composed of Loxodon members usually females maintaining the highest positions of power though exceptions are made such as aasimar of Shemesh being inducted into the court and given similar positions of power; this is due to the intricate tie to the Church of Shemesh to The Matriarchy. The ruler of The Matriarcy's court is referred to as the Raja and traditionally has always been female and usually a loxodon or an aasimar of Shemesh of loxodon descent. The Matriarchy has many duties in the Eastland but typically through the ruling Raja, consultants within The Matriarchy, and through approval by The Council of Nine they theorize and write laws for the people, negotiate or declare war on foreign nations, and through funding provide aid and education to the populace. The Matriarchy also considers it a goal to abide and be the best representatives of the teachings of Shemesh making sure they live to the tenets of generosity, integrity, and guidance.

Culture
The Matriarchy promises to uphold the tenets of Shemesh and to provide for the people as they realize that while they have been given much there are many more people who have not.
Public Agenda
The Matriarchy affirms to the people that they are not just a ruler of the people but a service to the kingdom. They fund most of the temples of Shemesh and paladin orders having provided hefty coin to ensure that as many places as possible have a place of worship as they recognize that churches are important sources of water and protection in a land that can be very unforgiving. They also fund many social projects that encourage good behavior, rehabilitation, and education; knowledge is power and they firmly believe that access to the most basics of information should be free. Many of the public services and organizations within cities are funded by The Matriarchy as they understand that some services are not just a luxury but essential for a society to thrive.
History
The Matriarchy came into rule in 2044CR and has maintained a powerful hold on the area since. This hold has only strengthened in time with the Concordance of the Sands and the creation of The Council of Nine. The history of The Matriarchy is not without flaw though as many small scale civil wars though not recorded in detail dot it's history and not every Raja that has taken power has been just and righteous.
Foreign Relations
The Matriarchy holds a current neutrality with Central and Southland leadership. Internally after the Concordance of the Sands was written and signed and The Council of Nine was formed The Matriarchy has maintained very positive relations with Gnomish and Dwarvish Empires.

The Matriarchy is itself responsible for writing the laws and rules which govern the majority of the Eastlands however The Council of Nine is allowed to write minor laws and rules for areas outside of Svarga as long as those laws are approved by the majority of the Council and The Matiarchy.
Judicial Body
The Matriarchy and The Council of Nine are both responsible in some degrees for interpreting the law however the majority of this interpretation is held by courts created under The Council.
Executive Body
The Matriarchy only holds sole power for enforcing law within Svarga. Outside of Svarga it is the major duty of The Council of Nine to carry out and enforce laws.
