Count of Dorwine
Since the original ruler of Hoofalls styled themselves as a Count once the wars between men and dwarves were over and the Count of Dorwine reigned supreme over the land they kept the title. It is an anachronistic throwback that has stuck over time. So although there is no King in Dorwine, the Count has all the powers of a monarch over their people.
Appointment
The oldest heir of the previous Count assumes the title on the death of their parent. Therefore the Count can be male or female.
