The Kingdom of Lights

  Forlione is a walled capital city located in the Tropical Forest of the The Dark Rain Forest, where the vegetation is thick. Forlione grew around a river that runs throught the forest, and is comprised largely of Leonin. They are a part of Empire of Adhotron and so submit to their rule, but are granted many rights to rule themselves, and they tend to not worship many deities as Leonin tend to be agnostic and atheists.   The nearest landmark is a mountain known as the Stone God’s Thumb; it's a large fist of a mountain with a peak resembling a thumb. A plot of onions and a natural spring are located at the top. A population of 12000, the denizens live a wealthy existence. A planetary alignment is currently taking place.      
As nightfall begins to creep across the land the party gets to Forlione, The Kingdom of Lights, Reginald's kingdom. The road had patches of dirt or more established, and it's width changed -- but there was always a road.   As they got close they saw the mountain range and waterfall off in the distance. They would also see glimpses of the castlesque city that is Reginald's kingdom.   This place is mostly Leonin, with some other races. There are lights floating everywhere.   There are Harengon, Aarokocra, and other animal-type races throughout the place. Still mostly Leonin. Some Tabaxi as well. (Reminder: the party's two tabaxi both live north of this place).
  This is the settlement for the Forlione, The Kingdom of Lights which is currently led by Reginald Ivoryclaw who is currently dealing with a volatile situation with Zirin Shadowtooth.

Opposed. The nobility are in contention with the current leadership, making the job of ruling even more difficult. This is mostly due to the past three years of conflict and instability. It is not personal, but there are those who would prefer Reginald Ivoryclaw would either kill or accept Zirin Shadowtooth. Many of them have also not appreciated the other leaders for various reasons.

Incredible. The two classes don’t view each other as fundamentally different, but as parts of a single whole. Crowded. The capital is filled with jostling throngs. Practically all structures are occupied. Some may even camp outside the walls. Moving about can be difficult, and bumping into other people is typical in higher traffic areas. This is one of the reasons for later store hours and availability.

80% primary race (Leonin), and then the rest is 15% other Anthropomorphic Creatures and 5% various other races.

Prosperous. The majority have enough to live a good life and, of them, a fair amount can even live comfortably.   (-1 to general crime roll)

Government in Forlioine The people of Forlioine work in exchange for payment from their employers, which they use to buy the necessities. Affairs are handled by the powerful few, the head of whom is Reginald Ivoryclaw

Law and Order

There's a decent guard presence, and citizens know better than to step out of line, as The Society of Illusionists are armed. Despite this, brutality is rare, and citizens with nothing to hide have nothing to fear. Law in Forlioine is very much punitive based, and those that breach the laws can expect hard labor, incarceration, or sometimes public execution. Crime is an ugly stain on humanity, to be punished. Magic has been codified into the laws.

Leadership

Oligarchy. A few top individuals hold sway, collectively, over the capital. These are a collection of people supported by the people and the overriding Empire of Enond.  
Leadership Unity
Rank Animosity. There is open and blatant hostility. Outbursts, threats, and physical violence are possible (or, even, common). There has long been an issue with Enond having more say than the people. With the majority of citizens being Leonin there has been a shift to return to the old ways in which the Leader is chosen by thier might and then representatives from major clans being the spokespeople. The recent civil war with Zirin Shadowtooth has only made this situation worse.  
Governing Priority
Isolationist. The capital has no desire to get involved in the dealings of other sovereign entities. They are open and clear about this. They used to be more involved, but the events of the past few years has changed this.

Peaceable (Moderate). An agreeable stance is taken unless heavily provoked, when an aggressive response is carefully deliberated. Deals and negotiations are preferred, but shows of force, or use of leverage, are not completely unheard of.

Barely Hidden. The organization is a looming shadow within the capital. None are entirely sure where it is based, or who their operators are, but it’s clear that the organization is real. Obstacles that would be contrary to the ‘hypothetical’ organization’s interests are quickly resolved. Bodies are found, messages sent and, one way or another, their will is always made known.

Fortified. The capital is surrounded by a substantial wall of wood or stone. The wall is able to be patrolled by guards on a raised walkway. Visitors to the capital pass through a main gate that can be barred in the evenings. A few watch towers may be placed around the city, though are likely sporadic.   (+3 to disposition roll)

Standing. The capital’s military is ever at the ready and active. Their training is ongoing, and they are kept well-supplied. They may double as a garrison for the capital or bolster city defenses.

History

Forlione long was the home of various Leonin, and a few thousand years ago it became the main hunting grounds and settling grounds for a large Leonin tribe. As trade began to rise it became a trading post. Around 750 it became an official city, which grew very rapidly. Due to its size and defenses it became the capitol in the region for a small kingdom.  

Origin

Natural Progression from a Trading Post Forlione was originally a trading post that attracted enough business to warrant expansion. It managed to grow to the point where it held commercial power over this entire region.

Outside the Capital
  t Makeshift Settlement. A large mass of hovels, lean-tos, tents, and other improvised shelters have been built in the shadow of the capital’s walls. These are small communities of people who either prefered previous administrations, trade with the city, criminals, or others that prefer to live out here.   t Prison. Some sort of structure out here has been designated for holding prisoners or captives (for whatever reason) either temporarily or, perhaps, much longer term.   t Event Grounds. Tended grounds for games, duels, ceremonies, or other events. When not used for these purposes it is a marketplace outside of the walls where less regulated trade may occur.   t Family Estate. A wealthy family’s large estate is situated in the neighboring countryside. This was the home that Reginald's Family once resided before the events unfolded putting him into power.
