Structure

Military organisation that does not belong to any nation and has members from all around the world, it is leaded by a single person that acts as a "President" who has many branches of commands and other high ranks under their control, having a basic military structure, operating all over the world as a private military company.

Public Agenda

Their services are provided to any kind of client that manages to get in contact with them, regardless of nation or ideologies, they gather data, and intervene in international affairs to prevent any major scale confrontation or simply to fulfill their own agenda. Even when they have not made any public appearance, many people know of them, their top agents and leaders are wanted by every nation on the world, groups like the Alliance or the Kraai have tried several times to infiltrate and absorb them into their ranks with no success, the intelligence, influences and extension achieved by the D.O.W.A. Are so immense, that they could be considered a nation of their own.

Assets

They have their main base of operations on an area of the north pole they claimed and defend against other nations, and have also positioned in a few oil rigs built in middle of international waters. Other than that, most of their personnel is composed of outcasts from every country, people who have lost faith in their country or that simply want to help their homelands in a non legal but beneficial way, that said, this organization has the best trained operatives from all over the world, and accepts anyone capable and willing to contribute without discrimination of species, gender, or condition, some of them even work as double agents infiltrated in each nation and reporting back to them, allowing them to have information on their activities, operations, schemes, troops, positions, everything. Speaking of their material assets, while they are capable of funding themselves and producing their own hardware such as weapons and vehicles, they mostly steal assets from their operations, taking whatever they can from the five nations while funding themselves through some private companies that are secretly under their control.

History

Originally founded in the early 1900´s by an ex operative of the Kraai who wanted to break free from governments controlled by shadow organizations and offer assistance to whoever needed to be defended against oppressive forces like the Kraai or the Alliance, they began by convincing members of both groups to join their cause, when they had enough supporters and before anyone could turn their attention to them, they attacked and took control of the north pole base that the Kraai had under their control, supposedly belonging to the nation of Liyunem, successfully driving them out of the place and establishing themselves there. When the Kraai tried to take the place back, the recently formed "D.O.W.A" Organization had gathered enough manpower to be able to kick them out, at the same time, they were infiltrating both the Kraai and the Alliance, as well as the five nations, recruiting people, asserting their place in the world, turning the power this groups had against them and taking down every operative they could possible have against them so they could no one could attack them at the north pole base, they would eventually build or overtake some oil rigs and offshore plants all over the world in middle of international waters to have various control points. They might have committed the mistake of spreading out too thin but luckily for them, they could establish their power and influence right on time to prevent any nation from directly attacking them. Even when they have a lot of power, they still do have to compete with both groups mentioned before for the control of the five nations, as well as the nations governments themselves. In the Late 1990´s and early 2000´s, at least a 40% of their personnel deserted the group due to their involvement in unleashing the Savage War, driving of a conflict between the nations of Scuila and Deregan so they could drive the attention of their own operations that consisted in taking over some key powered people, recently discovered human time technology, alien technology belonging to race different than the one that threatened to invade earth, and take control of certain places that had some unusual anomalies that resulted in portals linking earth to other dimensions such as the Kesqueijek´s dimension,, the home dimension of the Wild Dragons, and a secret portal leading them to the pocket dimension the sorcerers use to hide. The people that left, did so under the argument that while the result was something greatly useful in the long run, the D.O.W.A. Had become the kind of oppressive institution they blamed the Kraai to be, going as far as unleashing a long war where millions died just to seize some technology they could have eventually taken from those who discovered them, they also claimed that they did not want to have anything to do with groups like the Kesqueijek, who were known to have caused a lot of trouble to humans and primitive hybrids back in the day or mess with the Wild Dragons, which caused them to be targeted by the Dragon´s guild. Most of the people that left went back to have a normal life, while others branched out to a smaller group intended to serve as a competitor to the D.O.W.A. Known as the Vanguard Patrol, under the leadership of Kotkas Skrastiņš.

They have infiltrated and control to some degree every nation on the planet, as well as the groups controlling them.

Military

Aside from the military forces of each country/nation at their disposal, they often steal resources from the branches of each nation that they have no control over, on top of that, they can access with some difficulties every resource obtained by both the Kraai and the Alliance. Finally, they do have their own source of founding and have a whole army at their disposal, with people from all over the world, people from every kind of species, and every type of powers and abilities. This also applies to their technological and scientific level.
