Republic of Shaoset

The Republic of Shaoset operates under a communal fund system that provides for the basic needs of all citizens. This system reflects the community-oriented mindset of the people and is overseen by a committee of the Senate that organizes and manages the fund.   Funding for the communal fund comes from a mandatory tax paid by all citizens. However, citizens who move out of the housing provided by the fund receive a reduction in how much they must contribute.   The communal fund covers the basic needs of the citizens, such as food, housing, education, and healthcare. However, it only provides the most basic form of each. For instance, households receive regular shipments of grain, meat, and vegetables, scaled according to the size of the household. The education covered encompasses reading and writing in Common and one other major language of the parent's or student's choice, basic math, and some lessons in practical science and survival skills. The fund also pays craftsmen and other professionals to take on apprentices or interns, allowing teenagers and young adults to explore different fields of employment they may wish to pursue.   The healthcare provided by the communal fund only involves basic surgeries and herbal medications. Those who seek more advanced medical care or magical healthcare must purchase it out of their own pockets. Similarly, those who wish to consume luxury foods, have larger homes, or pursue higher education must bear the costs themselves.   It's important to note that the communal fund does not restrict innovation, but rather incidentally redirects it towards the development of luxury goods as that's where most of the profit lies.

History

The city of Shaoset was founded by refugees of various races who banded together for safety during the First Sin War, and it was originally known as the Kingdom of Shaoset. After the war ended, some of their home cities refused to allow them to return. Military leaders within the camps debated for days before organizing a tournament to decide who should lead them. The tournament was won by a cat-fera general named Raggidof Clawtooth, who set about managing the refugees and creating a new settlement. Over the years, the settlement grew into a bustling city, with the Clawtooth family as its rulers.   The Clawtooth family gradually became more tyrannical over several generations, imposing harsh and often illogical taxes on the kingdom's inhabitants. However, during the reign of Tazzarius Clawtooth's great-grandfather, some members of the royal family became aware of the people's suffering and attempted to assist them in secret. When their activities were uncovered, the king had them publicly executed for "treason against the royal family," which proved to be a fatal mistake. The people were outraged at the king's injustice against his own family, and a violent revolution ensued, resulting in the execution of the king and the city falling under the control of the people.   The people agreed to pardon the remaining members of the royal family on the condition that they would no longer govern the city. The royal family accepted this offer and signed The Treaty of One Percent which transferred 99% of the control of the settlement to the people. The remaining 1% granted them an estate of approximately 1% of the total land area of the city, and one seat out of one hundred in the newly established ruling body created by the people.

Demography and Population

Shaoset is a diverse city with a population of around twenty-three thousand, home to various races with humans being the most populous at 37%. Halflings make up 20% of the population, while Fera and Dwarves come in at 18% and 10% respectively. Gnomes and R'vathi make up smaller portions of the population at 7% and 5%. The city also has a small percentage of other races making up just 3% of the total population. With such a varied population, Shaoset is a vibrant city with different cultures and traditions that add to its unique charm.

Religion

Despite the significant number of citizens who have joined the Church of the Trinity, the Republic of Shaoset still recognizes Sathos as its official state religion. The Sathos faith remains largely unreformed, with many of the republic's laws being based upon its teachings.

Laws

In addition to common-law crimes, Shaoset has also implemented laws based on the Sathos religion. Witnesses to illegal activity are expected to either prevent or report the crime in progress, failure to do so can be seen as aiding a criminal, resulting in punishment. In Shaoset, it is also illegal to lie in any official capacity, and those who make false promises can face criminal charges. Lying for personal gain during a criminal investigation can lead to an enhanced punishment for the crime. Adultery is criminalized, even with the consent of one's partner. Shaoset also has a law against "criminal promiscuity," defined as engaging in sexual acts with another while unmarried.   All citizens are expected to be employed and contribute to the communal fund. Those who are unemployed for a significant period may be assigned a labor tax to repay the communal fund. Additionally, households that frequently require supplementary food can be charged with "criminal gluttony," and the punishment is reparations paid to the republic's communal fund.

The Republic of Shaoset uses a random selection process to choose 100 individuals who will serve in the Senate for a term of 120 days. The Senate is divided into three divisions of 33 chairs each, and each division is selected to serve for six months, with elections held every second month. This system ensures that policies can be quickly implemented and prevents the Senate from becoming mired in lengthy deliberations. However, if senators take too long to reach an agreement, their term may expire before they can vote on the matter. Tazzarius Clawtooth, the last remaining member of the former royal family, occupies the 100th chair in the Senate. Although he does not attend regularly, he can be called upon to break a tie vote, a scenario that has not yet occurred during his lifetime.
Judicial Body
The legal system of Shaoset operates under the principle of "innocent until proven guilty," meaning that an individual is presumed innocent until proven guilty beyond a reasonable doubt. The judicial body responsible for hearing cases is comprised of elected judges who are tasked with interpreting and applying the law fairly and impartially. In terms of punishments, those found guilty of wrongdoing may be required to make reparations to their victims, serve a period of servitude, or face exile from the community. The severity of the punishment is dependent upon the nature of the crime and the circumstances surrounding it.
