The Treaty of One Percent

Purpose

The Treaty of One Percent was a pivotal document that played a significant role in the history of Shaoset. This treaty brought about a momentous transition of power from the long-reigning Clawtooth royal family to the people of the kingdom. This shift in power dynamics marked a fundamental change in the way Shaoset was governed, granting its citizens the right of self-government.   One of the most notable elements of the treaty was the transfer of the majority of the kingdom's wealth and land claims to the people. In contrast, the royal family was left with only one percent of each. This transfer of power and resources was a crucial step toward leveling the playing field and creating a more just society, ensuring that the people had a fair chance to govern themselves and build a prosperous future.   Despite this significant transfer of power, the royal family was not completely stripped of their wealth, land, or political power. Instead, they retained a small portion of each to serve as a reminder of their continued presence and influence in the kingdom.   The Treaty of One Percent was a landmark document that established Shaoset as a fairer and more just society. It marked the beginning of a new era in the kingdom's history, one that empowered its citizens to take control of their own destiny and create a better future for themselves and their families. The treaty's legacy has endured, serving as a reminder of the importance of fair and just governance and the power of the people to effect change.

Document Structure

Clauses

The treaty is divided into several articles that establish the redistribution of land, wealth, and political power. The first article establishes the transfer of political power, with the royal family ceding its power and authority to the people of Shaoset. The royal family is allowed to retain only one percent of their political power, with the remaining 99% given to the people.   The second article provides for the transfer of land, with the royal family relinquishing their vast land claims and properties to the people of Shaoset. The royal family retains one percent of the land given to the people, which still leaves them with a substantial estate.   The third article deals with the redistribution of wealth, with the royal family giving up their vast wealth to be used for the good of the people and the new republic. The royal family is allowed to keep only one percent of their wealth to ensure that they are not left destitute.   The fourth article of the treaty grants amnesty to the royal family, ensuring that they will not be prosecuted or punished for any crimes committed during their reign. This was seen as a necessary step to ensure a peaceful transition of power.   The fifth article is a clause that states that the treaty will not go into effect unless it receives a greater majority of votes from the representatives of the republic. This article ensures that the majority of the population supports the treaty, rather than a small group of people forcing it upon them.   The sixth article of the Treaty of One Percent outlines the conditions for its termination. It states that upon the Clawtooth royal family's departure from Shaoset, either by relocation or death, they will relinquish their remaining holdings to the people of the kingdom. This means that the royal family will surrender any remaining land, wealth, and political power they still hold, thus transferring full control to the people.

The signing of the Treaty of One Percent was a momentous occasion in the rich history of Shaoset. The treaty marked the end of a long and violent rebellion by the people, who had been subjected to the oppressive and tyrannical rule of the Clawtooth Royal Family for far too long. The signing of the treaty marked the beginning of a new era for the people of Shaoset, as it signaled the transfer of power from the royal family to the people, granting them the right to self-government and control over the vast majority of the kingdom's wealth and land claims.   Despite the people's deep-seated grievances against the royal family, the treaty also granted amnesty to members of the royal family, preventing further bloodshed and ensuring a peaceful transition of power. History

The city of Shaoset was founded by refugees of various races who banded together for safety during the First Sin War and was originally known as the Kingdom of Shaoset. After the war ended, some of their home cities refused to allow them to return. The military leaders within the camps debated for days before organizing a tournament to decide who would lead them. The tournament was won by a Cat-Fera general named Raggidof Clawtooth, who set about managing the refugees and establishing a new settlement. Over the years, the settlement grew into a bustling city, with the Clawtooth family as its rulers.   The Clawtooth family became increasingly tyrannical over several generations, imposing harsh and often illogical taxes on the kingdom's inhabitants. However, during the reign of Tazzarius Clawtooth's great-grandfather, some members of the royal family became aware of the suffering of the people and attempted to help them in secret. When their activities were discovered, the king had them publicly executed for "treason against the royal family," which turned out to be a fatal mistake. The people were outraged at the king's injustice to his own family, and a violent revolution followed, resulting in the king's execution and the city falling under the control of the people.
