Harbormasters

The Harbormasters are the law enforcement arm tasked with keeping the peace and enforcing the law at the docks of Southport and in the Dockton District. The Harbormasters inspect cargo for contraband, assess taxes and issue tax stamps, investigate crimes and capture criminals, put down riots and strikes, and maintain order in the streets. As the law enforcement arm at the docks and in Fishton, the Harbormasters must deal with rough and tough characters, so they are just as rough and tough. Getting on the wrong side of the Harbormasters is generally a bad idea.
