A group of seven senior mages and scholars who oversee the tower’s research and policy decisions. The council is balanced between members aligned with Inheritor ideals and those who favor the Mortalist philosophy, reflecting the cultural divide within the tower. The council’s leadership rotates every five years, with a Spiremaster elected from among its members. The position of Spiremaster is influential, setting the tone for the tower’s research focus and its interactions with Voltseiani society and the @[Arcane Assembly of Deabros].
