Confederation of Independent States

The Confederation of Independent States (CIS) is a unique alliance formed by three distinct sovereign states: the Republic of Lucisia, the City-State of Dawnrest, and the Circle of Sildur. Born out of necessity in the wake of the Hedezzenar's downfall and the subsequent encroachments by the Darkson Empire and Dokan Kingdom, the CIS is a strategic partnership designed for mutual defense, economic collaboration, and cultural exchange. The Confederation’s structure balances the autonomy of its member states with the shared commitment to ensuring their collective survival and prosperity.



I. Founding Principles of the CIS

  1. Mutual Defense: The primary purpose of the Confederation is to ensure the mutual defense of its member states against external threats. An attack on one member is considered an attack on all, invoking a united military response.
  2. Sovereignty and Autonomy: Each member state retains full control over its domestic affairs, governance, and cultural practices. The Confederation respects the unique political systems and societal structures of each member state.
  3. Economic Cooperation: The CIS aims to foster trade and economic collaboration, balancing the market economies of Dawnrest and Lucisia with the gift economy of the Circle of Sildur. Fair trade practices and shared economic benefits are central to the Confederation’s success.
  4. Cultural Unity through Diversity: While the member states have distinct cultures and ideologies, the Confederation promotes understanding, respect, and unity through regular cultural exchanges and joint celebrations.



II. Governing Structure of the CIS

The Confederation Council

The Confederation Council is the central decision-making body of the CIS. It serves as the primary platform for addressing shared concerns, resolving disputes, and guiding the Confederation’s policies.   Composition:
  • Dawnrest Representative: Typically the Steward or a designated diplomat, responsible for advocating Dawnrest’s interests and cultural priorities.
  • Lucisian Representative: The Prime Minister or an appointed Defense Advisor, focusing on military coordination and economic stability.
  • Silduran Representative: A rotating elder or spokesperson from the Circle of Sildur, emphasizing environmental sustainability and druidic values.
Decision-Making Process:
  • Unanimous Vote for Major Decisions: Any significant actions, such as declarations of war, changes to the Confederation’s structure, or major economic shifts, require unanimous approval from all three representatives.
  • Two-Thirds Majority for Standard Resolutions: Lesser matters, including joint projects, trade policies, or diplomatic missions, can be resolved with a two-thirds majority vote.
Advisory Positions:
  • Cultural Advisors: Non-voting members who provide insights on cultural impacts of policy decisions, often including respected figures from the Thalantir (informally), druidic circles, and prominent community leaders.
  • Military Liaisons: Non-voting representatives from each member state’s military forces (Crusaders of Lucisia, Wardens of the Light, Wardens of the Wild) to coordinate defense efforts and share intelligence.



III. Military Structure and Defense Obligations

Joint Defense Agreement

The CIS operates under a Joint Defense Agreement, which mandates collective military action against any existential threat to a member state. Each member state contributes distinct military forces:   Republic of Lucisia: Crusaders of Lonysus and CIS Navy
  • Role: The Crusaders of Lonysus serve as Lucisia’s primary ground force, known for their discipline, zeal, and strategic organization. The Republic of Lucisia is also responsible for maintaining the CIS Navy, ensuring control over the seas and safeguarding maritime trade routes.
  • Specialization: Heavy infantry, religious fervor-based tactics, naval combat, and coastal defense.
City-State of Dawnrest: Wardens of the Light
  • Role: Dawnrest’s dedicated defense force, the Wardens of the Light, focuses on protecting the city-state and its surrounding territories. They are skilled in rapid response, urban defense, and guerrilla tactics.
  • Specialization: Mobile infantry, urban warfare, rapid reinforcement, and integration with Sildur’s natural defenses.
Circle of Sildur: Wardens of the Wild
  • Role: The Wardens of the Wild are a decentralized force adept at using druidic magic and the natural terrain for defense. They serve as scouts, protectors of the Friendship Woods, and masters of environmental manipulation.
  • Specialization: Guerrilla tactics, elemental magic, environmental sabotage, and recon.

The Tripartite Defense Council

A specialized military committee comprising leaders from each member state’s armed forces:
  • Chief Crusader (Lucisia)
  • High Warden (Dawnrest)
  • Elder Warden (Sildur)
Responsibilities:
  • Coordinated Defense Strategy: Regularly update and review the joint defense strategy, focusing on shared threats like the Darkson Empire.
  • Training Exercises: Organize joint training operations to enhance interoperability and strategic alignment among the different military forces.
  • Intelligence Sharing: Maintain open channels for intelligence sharing, with an emphasis on early warning systems and collaborative responses to threats.



IV. Economic Framework

Economic Integration and Trade Policy

The Confederation has established a shared economic policy to facilitate trade while respecting each state’s unique economic practices:   Market Economies of Lucisia and Dawnrest:
  • Both states participate in a shared Confederation Market, which sets standardized tariffs and trade regulations for external partners. They contribute to the CIS’s economic growth through innovation, industrial production, and service sectors.
  • Joint Trade Agreements: Dawnrest and Lucisia work together to establish advantageous trade deals with external states, leveraging their combined economic power.
Gift Economy of Sildur:
  • The Circle of Sildur operates on a gift economy, focused on sustainability and community sharing. The Confederation recognizes this model and has established special Silduran Exemptions in the economic framework, preventing exploitation by market-driven entities.
  • Cultural and Ethical Trade Protections: The CIS enforces trade policies that ensure Sildur’s resources are respected and that the exchange remains equitable, focusing on long-term environmental sustainability.

The Confederation Trade Bureau

A joint economic council responsible for managing shared trade policies, tariffs, and economic disputes:
  • Chief Trade Envoy (Dawnrest)
  • Lucisian Commerce Minister
  • Silduran Steward of Exchange
Functions:
  • Trade Dispute Resolution: Mediates economic disputes between member states and external trading partners.
  • Resource Allocation: Ensures fair distribution of shared resources, particularly in times of crisis or shortage.
  • Economic Planning: Develops long-term economic strategies to enhance prosperity across the Confederation.



 

V. Cultural and Ideological Unity

Cultural Exchange Programs

To strengthen bonds between the diverse populations of the CIS, the Confederation organizes annual cultural exchange programs, which include:
  • Festivals of Unity: Rotating annual festivals hosted by each member state, showcasing their unique cultural heritage and shared traditions.
  • Scholarship and Study Abroad Programs: Facilitated by the Thalantir (in a neutral, supportive role), these programs allow students, scholars, and artisans to study across state borders, fostering a deeper understanding of each other’s societies.

Conflict Mediation and Ideological Resolution

Recognizing the ideological differences among the member states, the CIS has established mechanisms for peaceful conflict resolution:
  • Cultural Consensus Sessions: Annual gatherings where representatives discuss ideological conflicts, mediated by neutral parties respected across the Confederation (e.g., elder druids, veteran adventurers).
  • Mediation Moots: Small, ad-hoc committees formed to address specific cultural disputes, focusing on dialogue and mutual respect.



VI. Legal Framework and Treaty Obligations

The Dawnrest Compact

The Dawnrest Compact serves as the foundational legal document of the Confederation, outlining the rights, obligations, and mutual protections of each member state. It includes:
  • Sovereignty Clauses: Clearly defines the limits of Confederation authority, ensuring that each state retains its domestic sovereignty.
  • Mutual Defense Clauses: Mandates collective military response in the event of an attack on any member state.
  • Economic Fairness Clauses: Guarantees protections for Sildur’s gift economy and equitable trade practices for all members.
  • Cultural Preservation Clauses: Ensures the respect and preservation of each member state’s unique cultural practices and beliefs.

International Diplomatic Relations

The Confederation of Independent States presents a unified front in foreign diplomacy, utilizing the Confederation Diplomatic Corps for negotiations with external powers. The Corps focuses on maintaining peaceful relations, securing advantageous trade agreements, and preventing conflicts that could threaten the CIS’s stability.
