Feature: Surveillance Specialist

When you attempt to gather information or investigate a potential threat, you can access the Security Elite’s extensive network of surveillance resources. This might include public and private data, security footage, or contacts within the city’s intelligence sector. If you’re looking for something specific, you know who to contact or where to go to find it. However, retrieving sensitive information may require authorization, negotiation, or even a little manipulation to bypass higher authorities or competing factions. Your access to these resources doesn’t guarantee success, but it ensures that you have a better chance at uncovering the truth, often before anyone else does.

Your DM might rule that some information is restricted, requiring a deeper level of investigation or more significant obstacles to overcome. The truth may not always be readily accessible, but as a member of the Security Elite, you have the tools to dig deeper than most.

Contacts

The Security Elite interact with a wide range of individuals in the course of their duties. They maintain order by coordinating with patrol officers, government officials, and surveillance specialists. They also rely on informants, engineers, and supply officers to bolster the city’s defenses and ensure everything runs smoothly.

Structure

How Do I Fit In?

As a member of the Security Elite, your mission likely aligns with the Vanguard philosophy, which prioritizes strength, order, and vigilance. Regardless of your chosen specialty, you are expected to continue honing your combat, tactical, and leadership skills while performing your other duties. This might mean learning advanced interrogation techniques while serving as a Watch Commander, conducting reconnaissance while serving as a Scout Officer, or dedicating yourself to the study of new threats as a Tactical Analyst.

Self-improvement is critical to your mission. Anything you can do to make yourself stronger—whether through intense physical training, learning advanced tactics, or installing more cybernetics—ensures you are a more formidable defender of Salvation. Strength is survival, and only those who adapt can lead.

In vigilance, we thrive; in silence, we command.

The Security Elite is a faction dedicated to maintaining order within the city of Salvation and defending it from both internal and external threats. With a ruthless commitment to control, they ensure that no threat, whether political, criminal, or foreign, undermines the city's stability. This faction operates with a near-constant watch over the population, leveraging advanced surveillance systems, extensive intelligence networks, and a heavily armed security force. Their presence is felt at every level of the city, from the streets to the highest offices of power, where their influence serves as a constant reminder of the price of dissent.

You hear them before you see them—the rhythmic clink of heavy boots on metal, each step deliberate, precise, unyielding. When the figure finally emerges from the shadows, clad in dark, reinforced armor that gleams under the harsh fluorescent lights, you instinctively straighten your posture. Their helmet obscures most of their face, but the cold, unblinking gaze behind the visor locks onto yours, measuring you, calculating your worth. Every movement feels controlled, as if even the tilt of their head has been rehearsed a thousand times.

“You’re late,” they say, their voice filtered through a modulator, giving it a metallic edge. No hint of emotion, no invitation for excuses. Just a statement of fact, as sharp as a blade. You feel the weight of their presence, not from sheer physical size but from something intangible—the way they carry themselves, the quiet authority that makes you feel like you're being watched from every angle, judged by an invisible tribunal. You know, in that moment, this is what the Security Elite embody: discipline, power, and the unyielding belief that survival comes only to those who deserve it.

Suggested Characteristics

Members of the Security Elite are shaped by a life of unwavering commitment to maintaining order and enforcing the will of the city’s leaders. Their personalities reflect their devotion to discipline, their understanding of power dynamics, and their ability to make difficult decisions for the greater good of the city's security.

While many within their ranks are resolute, calculating, and efficient, some harbor doubts about the extent of their control and the moral implications of their methods. These internal conflicts may surface as occasional moments of doubt, but such feelings are often buried beneath a strong sense of duty and a deep belief in the necessity of their actions. Despite any personal struggles, they share a deep camaraderie with their fellow officers, bound by their commitment to safeguarding the city and ensuring its defenses remain unbreachable, no matter the cost.

Security is more than standing at the gates—it’s knowing when to open them and when to reinforce them with steel and fire.
— Officer Viktas Rhozan

Goals

The primary goal of the Security Elite is to maintain the status quo by controlling internal dissent and ensuring that no force challenges the established order. They aim to expand their influence within the government, strengthening their position in the city's leadership and ensuring that their directives are implemented without question. The faction is also focused on reinforcing the city’s defenses against external threats, whether those be rebel factions, outside invaders, or zombie incursions. By tightening their grip on the surveillance infrastructure, they aim to create an all-seeing network that guarantees the city's safety and the Administrator’s power.

No fortress is impenetrable, but only fools believe it can’t be made costly enough to deter the enemy.
— Cyran Alveros, Renowned Strategist

Influence

The Security Elite wields considerable influence within the political spheres of Salvation. Their control over the city’s security apparatus — from guards in every district to the omnipresent surveillance systems — gives them unmatched power. They operate in the shadows, with most citizens unaware of how deeply their lives are monitored. However, for those in positions of power, the Security Elite’s support is crucial. Without their backing, the Administrator’s grip on the city could falter. The Security Elite, as a result, has become a key player in every political negotiation, and their loyalty is essential for the stability of the current regime.

Culture

The Security Elite focus on maintaining absolute order and enhancing their tactical prowess. Discipline, loyalty, and continuous training form the core of their culture. Senior officers act as mentors to junior members, guiding them in strategy, combat, and intelligence operations. Younger recruits are expected to undergo rigorous physical and mental conditioning, often spending countless hours honing their skills in weapons handling, surveillance, and crisis management. Vigilance is the highest virtue, and personal growth is tied to service to the city.

The weak hope for peace. The strong build it.
— Squad Leader Dario Kane

Public Agenda

The primary agenda of the Security Elite is to ensure the safety of Salvation by maintaining law and order at all costs. Their secondary goal is to strengthen the city’s defenses against external threats and internal dissent. The former takes precedence, as without stability, any effort to fortify the city would be futile. They present themselves as protectors of peace, though their methods are often criticized as authoritarian.

Education

The Security Elite undergo an intensive and highly structured training program that begins in early adolescence and typically lasts until they are in their late 20s. This program includes rigorous courses in urban warfare, crowd control, intelligence gathering, and technological surveillance. Upon completing the foundational training, recruits are tested through a series of field exercises. Once they pass, they are officially inducted into the ranks as Junior Officers.

Further advancement requires additional specialized training in areas such as advanced tactics, leadership, and diplomacy. Continuous education is both a duty and an expectation—there is always a new threat to prepare for, new tactics to learn, and younger recruits to teach. Every member of the Security Elite is required to contribute to the training of the next generation, ensuring that the city's guardians remain ever vigilant and prepared.

In an unpredictable world, strength is a choice, but discipline is survival. Choose wisely.
— Talia Ventari, Chief Strategist
