Cult Investigations Letter - Seal of the King

The Grand General of Valtaska provided this document to the group of adventurers that were given the task to investigate the cult that has been blamed for the failing crops, missing villages, and general chaos that has been gripping all of Rimvalkast as of lately. It has given them extensive leeway in performing tasks that would otherwise been deemed as criminal by any other group.
This document was signed by a blood ritual that causes anyone holding the document who has signed it to have their name glow. The seal itself, on the top of the paper, will glow when checked against a magical verifier common to all the royal houses in Tanaviak. This allows all houses to verify that it is authentic and that the one holding it is who they declare they are.
As an order from the High King, all kingdoms are expected to adhere to the decree, but it wouldn't be too unexpected for the order to be ignored, depending on the current opinion of the cities leaders toward the High-King.

Cult Investigations Letter - Seal of the King

This letter certifies that the signatories, who all bear blood seal's to this document, are permitted to act as Inquisitors to the High King of Rimvalkast, for all tasks relating to the recent weather phenomenon and cult activities tied within.
Inquisitor activities include:

• Free passage to all public and private buildings, as related to their task,
• The right to interrogation, as related to their task,
• Requisition of items deemed related to the strange weather or cultist,
• Use of deadly force, if related to cultist activities,
• Reasonable request for accommodation, if related to their task.

The unusual weather phenomenon implied by this document means;

• Unusual droughts,
• Sudden sandstorms,
• Blight of land without known cause

Cultist activities implied by this document includes;

• Organized group activity of an occult nature,
• Death related to unusual weather or occult practices,
• Violence and Crime from a group with occult or religious practices,
• Conversion of the populace to an unknown patron

All individuals working for these cultists, even if unrelated to their goal, such as mercenaries, bandits, and corrupted individuals, will be considered cultist for the sake of activities allowed by this Seal.
