Autarch Ulyrius IV Haarold Cazaxianus (a.k.a. The Autarch; The Self-Ruler)

Ulyrius IV is at the height of his rule, in the 12th year of a prosperous and relatively peaceful reign. He enjoys the full support of the Five Heirodules who unanimously bestowed the title of elevation on him upon the death of his father, Aristidius III. The Imperial line has remained in their family (Cazaxianus) for nineteen generations, and thanks to the two healthy children of Ulyrius IV, it has every likelihood of remaining so well into the future.   Born Haarold Cazaxianus, first born of his father who was Clement Cazaxianus before him, Ulyrius has maintained a highly dynamic and engaged atmosphere in the capitol city and throughout the empire by a wholesale reassignment of key appointments and posts, clearing out the more stoic and conservative members of his father's regime. Though rocky at first, the initial controversies surrounding his removals and reappointments have largely settled in, and have showed him to be a shrewd judge of character, as well as more than a little lucky. The angels smile on every Autarch, it is said, but on this one they've been smiling even more than usual.

Ulyrius is all male, unlike some of his family who favor a more feminine or at least androgynous appearance, as is the fashion in the capitol. Ulyrius has been raised from birth to rule with the confidence and personal strength of the Kings of Old, and has little patience for the confusion or purposeful mystery of those who would masquerade under silks and makeup.

Sexuality

Ulyrius has two adult sons as well as a daughter from his wife, the Empress Katharine Valgrave, of Arac.   Evan Cazaxianus, in his mid 20's, is the Imperial Prince, and archduke of the Province of Khazig; unlike other provinces, The Autarch himself is considered the true king of the province, but in all practical ways it's the Archduke who runs the province (and like in the other provinces, really it's the dukes and other nobles of the counties who are involved in the day-to-day rulership of the Empire. The role of Autarch is gender-oblivious, but passes only to the oldest adult child, then to the younger adult children by age, then to the Empress, before passing on to the nephews and nieces of the Autarch, should the need arise - the thought being that a mother or father must go through their own children first before taking on the crown; Regardless, the passing of the throne must also be validated by the agreement of the 5 Heirodules, the highest priests of the Celestii Magni.

Accomplishments & Achievements

Stopped the ongoing advancement of Kylman troops through the far west, driving them out of Pannychis and back into the northeast.

Failures & Embarrassments

Laid siege to the Kylman capitol of Aividais but was unable to break through its defenses, and after a staggering loss of life including an entire battalion of Khazigiri Tiger Cavalry, retreated back to the current battle line at the northern border of Pannychis; has held this line thorough occasionally significant fighting and constant skirmish for over five years.

Wealth & Financial state

Theoretically, every coin in the entire empire is his to spend, but in practical reality he depends on the Imperial treasury which is further subdivided into hundreds of budgetary accounts, one of which is the Autarch's Stipend, a relatively modest 250 gold lions per month; but of course the House Absolute and its priceless furnishings and works of art, all its food and servants and soldiers, its staff numbering in the several thousands, its archivists and wizards and Imperial Council and all their expenses, are paid for via other treasury accounts.   Keeping in mind that a gold lion is worth 10 gold pieces, and that 1 gold piece is about USD$80, this equates to roughly $200,000 in disposable buying income per month, enough to buy two fully outfitted frigates.   In actual practice, the Autarch leaves his home so rarely that the monthly accrual is mostly on paper, with an essentially infinite sum at his disposal for any purchase he should wish to make; he is the 20th Autarch in his line, and all of them were paid, and essentially never spent, about that same amount, but of course it's not just sitting in a vault somewhere; cash, coin and credit are constantly moving around the empire, funding projects, many of them private projects with loans on interest, and in other cases the same coin is counted multiple times if it has been invested, loaned out, spent and returned to the treasury, often many times over, usually in a ledger rather than in physical fact. Much of the power of the empire lies in its accountants and its ability to track and secure cash and coin and offer credit 'on the float' rather than tied to a 1:1 currency. As long as all those debts never come in at the same time, the system works perfectly.
