Naugor

Capitol of the Imperial province of Pilaan, and seat of power of the great Pirate-Kings and Pirate-Queens of the Sea Elves. Naugor is the largest city on the Orbis in terms of its square footage and spread, but is second in population to Khazigur, which is much more densely packed. Buildings of more than three stories are rare in Naugor, or anywhere in Pilaan.   Legends say that the sea-goddess Nauthiia defeated an evil earth demigod on the site, and the resulting magical energies are the reason that inbound teleportation does not work anywhere within the walls of the city and for some distance inland and out to sea in the harbor. Teleportation and similar magic functions normally when leaving, but any creature attempting to teleport or plane shift into the city or to dimension door or misty step while in the city finds themselves deposited randomly somewhere on the beach to the south of the city proper, potentially as far as eight miles away from where they planned to reappear.   Naugor's warm climate, deep harbors and natural protection from typhoons and other weather extremes add to the easygoing attitude of most of its native population, a contrast to the constant hustle and short tempers in the Imperial Capital of Khazigur. The two cities are also a fairly easy sail of less than a week apart, making them much closer in culture and aspect than either one is to the cities of the west such as Aividais or Maro Di Desi. Naugor is a uniquely Pilaani megacity, a pleasant combination of tropical sun, pirate spirit and urban opportunity unlike anywhere else on the Orbis. The city is outward-looking, hopeful and friendly on the surface, though like any urban center it also supports a massive ecosystem of criminality and corruption wherever it has a chance to take root. The major criminal syndicates are all well represented here, though they may be more challenging to locate compared to Khazigur, and here they also have to contend with a significant local and regional pirate culture expressed as a ceaseless variety of small criminal gangs and clans unaffiliated with any of the syndicates. The heightened competition at the local level can lead to more conflict between disparate groups each seeking goals that only one can successfully achieve.

Defences

The primary barrier to invaders is a magical teleportation-blocking zone said to be the result of the destruction of an ancient goddess at the site. The walls of the city roughly follow the contours of the shape, though the shape does vary a bit over time, and ensuring that the walls are all self-contained inside the zone is a specific occupation within the city militia.   The walls are steel-cladded, bristling with tower cannons, and distincly counterangled at about 20%, creating a seamless overhang from which massive cannonades can be fired at point blank range onto the heads of any would-be attackers. Several enormous monster-cannons protect the city from attack by giants of all sorts, up to and possibkly including the Vilemother herself, though she has never been known to leave the areas of Mlastina thousands of miles to the west. Powder stores and ammunition are kept high up on the wall so that even in the event of sabotage or breach the stores cannot themselves be detonated to any disastrous effect. The city guard and militia are blended together in Naugor rather than distinct roles as is the norm elsewhere, and each soldier has a unique degree of independence; both are reflective of their origins in Pirate society. This decentralized model means that discipline and ranked lines of soldiers are not so common here, but personal initiative and freedom of action exist such that a conqueror would need to conquer every last soldier, if not every last citizen. No attempt has ever been made to breach the city in historic times since the Cumaeans did it almost 30,000 years ago, before the walls even existed.

Infrastructure

Highly advanced Elven technologies in harmony with the sea; multiple water-based inventions including a water-elevator and an indoor shower. Best ship designs, shipbuilding, and drydock facilities in the empire, arguably in the Orbis (the Tozzites and Kylmen would take exception to this assessment). Entire city is shielded from teleportation, depositing would-be visitors onto some area outside of the city's distinctive counter-angled walls, potentially in the plantations, on the beach or even in the harbor.
