The Black Cat's Approach Gambling Hall

Architecture
Expertly designed to look like a wealthy pirate captain's quarters, the wooden main hall is adorned with beautiful rugs and colorful tapestries, gold-trimmed gaming tables and plush velvet chairs. False portholes on the walls give the illusion of being on a massive ship without giving any indication of what time of day it actually is.
History
For some time, while Velsia was still growing, gambling was prohibited. Sailors and pirates would hold private games in the docks, but without law and order, these games had a tendency to grow violent. A petition was sent to King Jahrul (14th) to allow for legal and regulated gambling, and was granted. Now, it is legal for gambling halls to exist, as long as they employ their own guards, and pay a portion of their proceeds in taxes to the Empire. The Black Cat's Approach opened its doors in 528 FE, and was at the time, the largest casino in Velsia. It is still the premier spot for low-stakes gambling, and a favorite of sailors and soldiers alike.
