Every major city seems to have one, or maybe they're all the same guild spanning Soplas in smaller chapters?

Structure

As far as any guards have figured out, there is a leader, or it's a council or leaders from each city in a nation that elect a representative to be a greater council for all of Soplas.
Or each guild is its own, and they're warring against each other for territory, members, and power.
