The Rights of Men and Citizens of New Wallingwish

In the midst of a hot summer day, a room filled with dwarves, elves, and men molted into a sweat. Their faces were red and their breathes were short. In front of them, being overseen by a tall human man with an eyepatch, was a document. He overlooked it with a tremble at his lip. After a thorough reading, he seemed displeased. He carefully put the paper document back on the table, meticulously aligning it with the borders of the table.   "Could we have done better?" asked the eye-patched tall in stature and strong in frame.   The rest of the men in the room said nothing. One elf shoved his glasses up his face. Disappointed, the leader shook his head and took a quill and dipped it into ink. Slowly and carefully, he signed his name: Jacques Maximilian. Then, he placed the pen carefully back in the bottle of ink and wiped his forehead.   Lip still trembling, Maximilian gave a slight smiles. "Then it is finished. The State of New Wallingwish shall be born."

Purpose

When forming an independent colony from Lysandus, the senate of New Wallingwish wanted to establish their rights and what to ban in order to keep order in these new lands.

Historical Details

Background

After a short-lived rebellion and war, the Empire of Lysandus allowed New Wallingwish to become it's own state as long as it remained under trade relationships toward Lysandus. New Wallingwish proceeded to go under years of debate deciding what should be banned, what should be preserved as rights, etc. They proceeded to form a draft of rights to keep for their own citizens.

Public Reaction

The establishment of these rights was viewed as a victory to the land-owning citizens of New Wallingwish, being hailed as a way to destroy tyranny. However, the lower class citizens, and those of more monstrous origins, like Tieflings, noticed that their rights were not secured and protested. Magicians and wizards as well, going under persecution by the lords of the lands, objected to their sudden banishment. Though it upset these people, the islands united as one nation and the laws have been stable ever since.

Term

The absolute banishment of unlicensed and unauthorized magic seems to be under effect for the foreseeable future, much to the anger of those magically-inclined.
