  A fraction of the size of the Legion with exponentially less funding and personnel, the Regiment for Humanity is the core resistance group working against Dr. Anabelle Evingston and her Altruistic Concilium of Sacred Architecture. What they lack in resources and manpower, they make up for in cleverness and unending determination to prevent chaos; despite working entirely within the shadows, they're the only thing actively standing up for Humanity against Dr. Evingston's quest for a new Cathedris. Like a flickering candle in the dark, oppressive woods, the Regiment burns bravely, waiting for the opportune moment to burn the Legion to the ground.

  The Regiment for Humanity was born the moment The Human Augmentation Program's horrific experiments regarding the creation of Catalurgy came to light. Disquiet and unease had been growing within a few members of the Legion for years leading up to the shocking reveal, but never with enough strength or numbers behind it to do anything other than complain; but when these crimes against humanity were published in the world's top newspaper, a fire was lit within the hearts of those Legionairres who cared.  
  The resistance within the Legion started small, disorganized, and without direction. Simple and small scale sabotage was their game, at a personal level whenever and wherever possible. Things only began to ramp up in scale when a mid-level intelligence operative known as Duncan Atkins sent an unassuming letter to Nikolai Volkov, the head of Cathedris United Press and the one who broke the news of Catalurgy to the world.
Mr. Atkins,   I've recieved your letter. I'd like to talk in person. When can you come to Russin?

Financing the Resistance

Much of what the Regiment does, it does on a tiny budget that more often than not relies on the good will of those both within and on the outside of the resistance group. However, for large scale operations and long term plans, much of the Regiment's money comes through a series of shell companies that are all on the payroll of Cathedris United Press as "freelance contractors" or "paid sources".

  The partnership between Duncan and Nikolai started small, but quickly grew in scope and scale as the two of them realized the potential for change they wielded. As an insider within the Legion, working with extreme caution, Duncan could begin a steady recruitment of like-minded individuals who would be able to climb the ranks and leak important information from within. Meanwhile, Nikolai's control over one of the few press organizations not controlled by the Legion meant that he could ensure the important stories got out when needed -- while at the same time work on the Regiment's recruitment campaign for people outside of the Legion's organization.

 

We Seek the Light

Regiment Tactics
  One of the most important factors of the Regiment's ongoing resistance is their ability to stay under the Legion's radar; secrecy above all else, until the time is right. For members that are resisting from within the Legion, their goal is to collect and share information quietly and safely, making use of secret codes to do so.   Meanwhile, operatives on the outside are running a guerilla information and propaganda campaign against the Legion by spreading rumours and convincing civilians across the world, city by city, that the Legion might not have their best interests at heart anymore.

  The more information the Regiment collected, the more precarious their situation seemed to become. The Legion was seen as indomitable, too big to fail, and in every corner of the world -- and that was before the Regiment began digging. The more they learned, the more they feared; and yet, the more they feared their foe, the more their determination seemed to swell. Their goal crystalized from within that fear. They would sabotage, spy, and spread rumours, stoking the coals of rebellion that had been simmering under Legion rule for hundreds of years all the way up until the opportune moment made itself clear -- and then reduce the Legion to cinders.
 
It's clear that we're more than capable of handling the Rendlings as a species by this point; the Legion has outgrown its usefulness, and it's time for them to quietly fade into the background as humanity takes its future into its own hands.

The Inner Circle

The main core of people behind the resistance against the Legion; the brains behind the entire operation. This group of 9 individuals formed slowly, beginning with the partnership between Duncan and Nikolai, but gradually adding more members as word got out. Now it's a mostly tight-knit group of like-minded people, all working together with a singular goal, covering a wide array of backgrounds and skill-sets.  
While the Regiment has been slowly gathering intel on the Legion and all of their wrongdoings, the Legion has been keeping tabs in return; every member within the inner circle of the Regiment for Humanity is known by the Legion, with varying levels of information known for every person. The Regiment, of course, knows this -- it's become something of a risky game to some of them, to see how notorious they can become without actually letting slip any important information.
   
The inner circle of the Regiment makes sure to keep up to date on the Legion's "Persons of Interest" list at all times; ensuring a copy is at hand during any and all meetings between those of the inner circle.

Somehow, despite having seemingly no prior connection to any of them, a surprisingly large percentage of our Legionnaires that have either defected, leaked intel, or gone rogue, have ended up staying at one of the Inn's that Estel worked at or managed. We're investigating how these situations occurred, but so far haven't discovered any credible leads.   Still, the way she is conspicuously connected to a large number of people makes her worthy of surveillance. Start sending more of our intelligence operatives through her Inn, see if there's anything they can find.

Keep tabs on her just in case we can gather more intel on Thomas.

Omar appears to have the worst luck of any engineer we've ever witnessed. Every single company he's worked with has ended up going bankrupt due to disaster on the job site. Every single one of those companies have been working on Legion contract jobs, building new infrastructure for us. There is likely a connection between Omar and these financial disasters.   However, from what we've seen, he is an incredibly skilled engineer. If this does just turn out to be a coincidence, perhaps contact him and try to get him on board with in-house Legion engineers. As long as they're not superstitious.

Owner of the second best bookstore in Russin, known as Barklow's Books. Seemingly at odds with many of the other bookstores, and even antique stores, within the city. Has quite the collection of old, ancient, and incredibly informative texts.   Ash seems to have strong connections to many who explore The Comprilith -- despite our attempts to monopolize that area of research.   Through design or chance encounter, Ash has managed to meet with everyone else on this list at least once. Keep an eye on them.
Oh for the love of He'an, I'm not even officially part of your little inner circle club, and they've got me on their stupid list. And did you see what they said about my bookstore?   It's okay. I can hold it in.   This has ruined my entire month.

I love the formatting and Ash's comments (what's the #1 bookshop in Russian according to the Legion?). But, there's one thing I don't get: Why'd the Regiment have a inner circle? The fact that the Legion is top-down management is what led to ACSA and HAP - so why would those fighting against it have similar leadership? At least these leaders seem OK...

Ash is a joy to write quotes from :D The #1 book store according to the Legion is some giant, soulless, corporate-run thing, probably haha.   Also that's a very good question! I'm really glad you asked that because that's absolutely something I should clarify and expand upon -- but essentially, the inner circle wouldn't be exclusive, rather it'd be an open/inclusive thing, sort of. It's hard because they need to balance secrecy along with not being the same sort of management that the Legion has; it helps that the Regiment is a much smaller group, though.
